SUBJECT: Property Disposition ? Vacant Properties at 811, 813, 815,
817, 819, 821, 825, 827, 831,
835 7th Avenue and 618 9th Street
INITIATED BY: Community Reinvestment Department
Recommendation: Approval is requested to declare vacant properties at 811, 813,
815, 817, 819, 821, 825, 827, 831, 835 7th Avenue and 618 9th Street, as
surplus and authorize the sale of 1.78 acres +/- in Columbus, Muscogee County,
Georgia (see attached map).
Background: The City acquired the properties in 1998 and 1999 via a deed from
the Housing Authority of Columbus. Community Development Block Grant Program
(CDBG) funding was used to purchase the properties in the early 90s as part of
the 5th and 6th Avenue Redevelopment Project. The properties were originally
purchased as part of the Urban Renewal Project, under the Urban Redevelopment
Law (O.C.G.A. 36-61-10 et. seq.). An application to purchase the properties was
submitted by Gamma Tau Omega/Alpha Kappa Alpha/Sisters, Inc. for the
construction of an event center within the Liberty District. If declared
surplus the sale of the properties will be advertised publicly and sold to the
winning bid in accordance with Law and Section 7-501 of the Columbus Charter.
A restriction will be placed on the deed stating that if the property is not
developed within 18 months, the City has the option to repurchase the property
for the same price.
Analysis: The proposed development is in accordance with the 5th and 6th Avenue
Redevelopment Plan. The City currently has no current or future use or plans
for said property.
Financial Considerations: The appraised value of the property is $58,200. The
property will be sold at Fair Market Value. The property and any related
improvements would be returned to the tax digest rolls. Because the property
was purchased with Community Development Block Grant (CDBG) funding, proceeds
from the sale of property will be considered CDBG program income.
Legal Considerations: The property can be sold in accordance with the Law and
Section 7-501 of the Columbus Charter. Property will be sold retaining
easements for combination utilities, storm and sanitation pipes.
Recommendations/Actions: Approval is requested to declare the properties at
811, 813, 815, 817, 819, 821, 825, 827, 831, 835 7th Avenue and 618 9th Street
as surplus and to advertise and sell said property in accordance with O.C.G.A
?36-61-10 et. seq. and Section 7-501 of the Columbus Charter.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO DECLARE 811, 813, 815, 817, 819,
821, 825, 827, 831, 835 7th AVENUE AND 618 9TH STREET, AS SURPLUS AND TO
ADVERTISE, AND SELL 1.78 ACRES +/- IN ACCORDANCE WITH O.C.G.A ?36-61-10 ET.
SEQ. AND SECTION 7-501 OF THE COLUMBUS CHARTER.
WHEREAS, the above mentioned property is owned exclusively by the Columbus
Consolidated Government and held subject to the Urban Redevelopment Law
(O.C.G.A. ?36-61-1 et. seq.) (the ?Law?); and,
WHEREAS, the Columbus Consolidated Government has no current or future use or
plans for said property and may dispose of thus some subject to and in
accordance with the Law; and,
WHEREAS, the property is appropriately suited for use in accordance with the
Law; and,
WHEREAS, the subject surplus real property owned by the Columbus consolidated
government must be conveyed in accordance with O.C.G.A. ?36-61-10 and Section
7-501 of the Columbus Charter.
WHEREAS, a restriction will be placed in the deed stating that the purchaser
has 18 months to develop the property or the City will have the option to
purchase the property back for the same price; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to declare properties at 811, 813,
815, 817, 819, 821, 825, 827, 831, 835 7th Avenue and 618 9th Street , as
surplus and authorize the sale of 1.78 +/- acres in Columbus, Muscogee County,
Georgia in accordance with the Law and the Columbus Charter, and execute all
contracts agreements and understandings related to the conveyance of City
property.
