An Ordinance amending the Zoning Atlas of the Consolidated Government
of Columbus, Georgia; this amendment changes certain boundaries of a district
located at 5601, 5625, 5629, 5639, and 5647 Forrest Road & 2424 Woodruff Farm
Road from NC (Neighborhood Commercial) Zoning District for 5601 Forrest Road
and 2424 Woodruff Farm Road/SFR3 (Single Family Residential 3) Zoning District
for 5625, 5629, 5639, and 5647 Forrest Road to GC (General Commercial) Zoning
District.
THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY ORDAINS:
That the Zoning Atlas on file with the Planning Department be, and the
same is hereby amended by changing the aforementioned property of the following
described property from NC (Neighborhood Commercial) Zoning District for 5601
Forrest Road and 2424 Woodruff Farm Road/SFR3 (Single Family Residential 3)
Zoning District for 5625, 5629, 5639, and 5647 Forrest Road to GC (General
Commercial) Zoning District:
All that tract or parcel of land lying and being in land lot 23 of the 9th
district of Columbus, Muscogee County, Georgia, being more particularly
described as follows:
In order to arrive at the point of beginning of tract 1 hereby conveyed,
commence at an iron pin at the intersection of the Northerly right-of-way line
of forest road (60' RW) and the Easterly right-of-way line of woodruff farm
road (100' RW); Thence along the Easterly right-of-way line of woodruff farm
road North 11 degrees 22 minutes 11 seconds East a distance of 175.00 feet to
an iron pin set at the point of beginning; Thence continuing along said
right-of-way from the established point of beginning North 11 degrees 22
minutes 11 seconds East a distance of 13.58 feet to an iron pin set; Thence
following a curve to the Northeast having a Southeasterly concave being
subtended by a chord having a bearing of North 22 degrees 15 minutes 56 seconds
East, a distance of 424.91 feet, a radius of 1105.80 feet, and an arc length of
427.57 feet to an iron pin found; Thence departing said right-of-way of
woodruff farm road South 79 degrees 59 minutes 55 seconds East and along the
Southerly boundary of tract 2 herein conveyed a distance of 499.79 feet to an
iron pin found; Thence South 13 degrees 6 minutes 48 seconds West a distance
430.32 feet to an iron pin found on the nor1herl y right-of-way of forest road;
Thence along said right -of-way following a curve to the Southwest having a
Northwesterly concave being subtended by a chord having a bearing of South 71
degrees 49 minutes 45 seconds West, a distance of 298.02 feet, radius of 712.79
feet, and an arc length of 300.23 feet to an iron pin set; Thence along a curve
in a Westerly direction having a Northerly concave being, subtended by a chord
having a bearing of South 89 degrees 42 m1nutes 05 seconds West, a distance of
136.01 feet. radius of 956.34 feet, and an arc length of 136.12 feet to an iron
pin set; Thence departing said right-of-way of forest road North 10 degrees 14
minutes 59 seconds East a distance of 165.18 feet to an iron pin set; Thence
North 79 degrees 45 minutes 01 seconds West a distance of 171.20 feet to the
POINT OF BEGINNING.
And
All that lot, tract and parcel of land situate, lying and being in Muscogee
County, Georgia, being known and designated as ALL OF LOT NUMBERED ONE (1),
SUBDIVISION FOR MR. W. A. ARNOLD, as shown upon a map or plat entitled
"Subdivision for Mr. W. A. Arnold, .Part of Land Lot 23, 9th District, Muscogee
County, Georgia" prepared by Aldridge, Moon & King under date of March 10,
1961, filed for record August 10, 1961 and recorded in Plat Book 25, page 129,
in the Office of the Clerk of Superior Court of Muscogee County, Georgia, to
which reference is made for a more specific location and dimensions of said lot.
And
All that lot, tract or parcel of land situate, lying and being in Land Lot 23
of the 9th District of Muscogee County, Georgia known and designated as LOT TWO
(2), of the Subdivision of Mr. W. A. Arnold, as said Lot is shown on a map or
plat of said Subdivision recorded in Plat Book 25, Page 129, in the Office of
the Clerk of the Superior Court of Muscogee County, Georgia and being more
particularly described as follows:
From an iron pin situated in the intersection formed by the Southeasterly
curving margin of Forrest Road and the Easterly margin of Wesley Drive; Thence
North 15 degrees 08 minutes East a distance of 86.61 feet across Forrest Road
to an iron pin situated in the Northwesterly curving margin of Forrest Road;
Thence running in an Easterly direction, along the said curving Northwesterly
margin of Forrest Road, a distance of 200.0 feet to a point of beginning
running Thence North 47 degrees 30 minutes West 144.12 feet to an iron pin;
Thence North 10 degrees 07 minutes East 72.0 feet to an iron pin; Thence South
58 degrees 34 112 minutes East 174.27 feet to an iron pin; and Thence running
in a Southwesterly direction a distance of 95.08 feet, as measured along the
said curving Northwesterly margin of Forrest Road, to the POINT OF BEGINNING.
And
All that lot, tract or parcel of land situate, lying and being in Columbus,
Muscogee County, Georgia, and being known and designated as all of Lot Numbered
Three (3) Subdivision for Mr. W. A. Arnold, as said lot is shown upon a map or
plat of said Subdivision, dated March 10, 1961, made my Aldridge, Moon & Kings,
Civil Engineers, and recorded in Plat Book 25, at Page 129, in the Office of
Clerk of the Superior Court of Muscogee County, Georgia, and reference is made
to said map or plat for the most particular location and dimensions of said
lot. Located thereon is dwelling numbered 5639 Forest Road, Columbus, Georgia,
according to the present system of numbering in Muscogee County, Georgia.
And
All that lot, tract or parcel of land situate, lying and being in the City of
Columbus, Muscogee County, Georgia, and being known and described as ALL OF LOT
NUMBERED 4, of the subdivision for MR W.A. ARNOLD, as said lot appears upon a
map or plat thereof prepared by Aldridge, Moon & King, Civil Engineers, under
date of March 10, 1961, a copy of said map or plat being recorded in Plat Book
25, Page 129, in the office of the Clerk of the Superior Court of Muscogee
County, Georgia, to which reference is hereby made for the particular location
and dimensions of said lot.
And
All that tract or parcel of land lying and being in land lot 23 of the 9th
district of Columbus, Muscogee County, Georgia being more particularly
described as follows:

feet to an iron pin set; Thence continuing along said right-of-way North 11
degrees 22 minutes 11 seconds East a distance of 13.58 feet to an iron pin set;
Thence following a curve to the Northeast having a Southeasterly concave being
subtended by a chord having a bearing of North 22 degrees 15 minutes 56 seconds
East, a distance of 424.91 feet, a radius of 1105.80 feet, and an arc length of
427.57 feet to an iron pin found at the point of beginning; Thence continuing
along the Easterly right-of-way of Woodruff Farm Road following a curve to the
Northeast having a Southeasterly concave being subtended by a chord with a
bearing of North 35 degrees 48 minutes 39 seconds East, a distance of 133.57,
radius of 1553.95 feet, and arc length of 133.62 feet to an iron pin found;
Thence North 39 degrees 11 minutes 56 seconds East a distance of 68.17 feet to
an iron pin found; Thence departing said right-of-way South 65 degrees 45
minutes 25 seconds East a distance of 373.33 feet to an iron pin found; Thence
South 79 degrees 11 minutes 43 seconds East a distance of 51.10 feet to an iron
pin; Thence South 12 degrees 59 minutes 59 seconds West a distance of 87.31
feet to an iron pin found; Thence North 79 degrees 59 minutes 55 seconds West
and along the Northerly boundary of tract 1 hereby conveyed, a distance of
499.79 feet to the POINT OF BEGINNING.
The above-described properties are being rezoned subject to the following
conditions:
1. Billboards shall not be allowed on this property.
2. An opaque wooden fence shall be added to all areas as required by the
Planning Department Director.
3. The following uses shall be prohibited: taxidermy; tattoo and body piercing
shop; transitional housing facility, Types I & II; transient lodging; temporary
shelter; homeless shelter; pawn shop; personal care home, Types I, II, & III;
kennel, boarding or breeding; manufactured and mobile home sales; bus station;
flea markets; auto/truck sales, new and used; auto/truck repair, major; auto,
vehicle and truck storage and maintenance facility; places of worship; and
self-storage facilities.
4. The Site Concept Plan dated March 12, 2013, Sheet No. R71, prepared by
Barnes & Company Architects, Columbus, Georgia is hereby incorporated into this
ordinance by reference and made a condition herein.

12TH day of March, 2013, introduced a second time at a regular meeting of said
