SUBJECT: Memorandum of Understanding with Uptown Columbus
INITIATED BY: Planning Department
Recommendation: Approval is requested to enter into a Memorandum of
Understanding with Uptown Columbus to facilitate spectator movements and
viewing areas for the Chattahoochee River Restoration and Whitewater Project.
Background: Various improvements are proposed at points along the river
bank to facilitate spectator movements and viewing. These include pathways
near the water's edge, stairs to access the river bed and other work to enhance
viewing and lines of sight. A 150' steel pedestrian bridge is scheduled to be
built between the River Walk and the rock island. Entry to the bridge will be
directly from the level of the River Walk, with the bridge deck inclined only
as necessary to meet the grade at the island.
Analysis: The Transportation Enhancement Grant offers Uptown Columbus
the financial assistance to construct and complete the restoration and
whitewater project for the Chattahoochee River.
Financial Considerations: A Transportation Enhancement Grant in the amount of
$1,000,000.00 has been awarded for the River Restoration and Whitewater Project
by the Georgia Department of Transportation. Uptown Columbus will be
responsible for the 20% match of $250,000.00. Prior to the issuance of any
grant dollars, these matching funds must be expended.
Projected Annual Fiscal Impact Statement: Maintenance for the river restoration
project will be the responsibility of Uptown Columbus. The City of Columbus
will see revenue generated from participants and/or visitors from the
whitewater activities.
Legal Considerations: A Memorandum of Understanding will be required between
Uptown Columbus and the City. The proposed MOU identifies the need to expend
the money for the construction of this project and how payment for such
services are to be accomplished.
Recommendations/ Actions: Authorizing the City Manager to enter into a
Memorandum of Understanding with Uptown Columbus to provide the necessary match
for this grant.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF
UNDERSTANDING WITH UPTOWN COLUMBUS FOR THE CHATTAHOOCHEE RIVER RESTORATION &
WHITEWATER PROJECT.
WHEREAS, the Chattahoochee River Restoration and Whitewater Project is an
effort being undertaken by Uptown Columbus for the purpose of restoring over
two miles of rare Fall Line riverline habitat and a creation of whitewater
surfing waves and sites for competitive events; and,
WHEREAS, various improvements are proposed at points along the river bank to
facilitate spectator movements and viewing. These include pathways near the
water's edge, stairs to access the river bed and other work to enhance viewing
and lines of sight. A 150' steel pedestrian bridge is scheduled to be built
between the River Walk and the rock island. Entry to the bridge will be
directly from the level of the River Walk, with the bridge deck inclined only
as necessary to meet the grade at the island; and,
WHEREAS, the Georgia Department of Transportation has authorized Transportation
Enhancement funding in the amount of $1,000,000.00 which will require a match
of $250,000.00; and,
WHEREAS, Uptown Columbus has agreed to provide the $250,000.00 match for this
grant.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a Memorandum of
Understanding with Uptown Columbus to provide the necessary match for these
grants.
