CITY MANAGER'S AGENDA

I. COLUMBUS RIVER WALK DAMAGE:



Authorization is requested to enter in to an agreement with Uptown

Columbus, Inc. to perform stabilization of the river bank and repairs to the

Riverwalk north of City Mills and to perform necessary repairs for the boat

landing behind the Trade Center. Council must authorize repairs to Riverwalk

property. It is recommended that the City contract with Uptown, Inc. to have

their contractor Scott Bridge work with our consultant Jacobs Engineering on

designing and implementing a riverbank. At this time, the cost of the

stabilization and repairs can not be estimated since a design has not been

completed.





II. MEMORANDUM OF UNDERSTANDING - NEIGHBORWORKS COLUMBUS "DOWNPAYMENT

ASSISTANCE PARTNER PROGRAM":



Authorization is requested to enter in to a Memorandum of Understanding

with NeigbhorWorks Columbus to initiate a Downpayment Assistance Partner

Program for the remainder of this year. An agenda report, memorandum of

understanding, and resolution are attached.





III. (TSPLOST) - TRANSPORTATION INVESTMENT ACT OF 2010 (TIA) PROJECT AGREEMENT

- COLUMBUS RIVER WALK:



Authorization is requested to enter into a contractual agreement with

the Georgia Department of Transportation to receive $10 million in

Transportation Special Purpose Local Option Sales Tax Fund for the activities

associated with the completion of the Columbus River Walk at the City Mills and

North Highland/Bibb Mills site. This project will be 100% funded from

collection of TSPLOST funds and will not require a match. An agenda report,

agreement, and map are attached.





IV. (TSPLOST) - TRANSPORTATION INVESTMENT ACT OF 2010 (TIA) PROJECT AGREEMENT -

US 27/CUSTER ROAD INTERCHANGE RECONSTRUCTION/MODIFICATION AT FORT BENNING:



Authorization is requested to enter into a contractual agreement with

the Georgia Department of Transportation to receive $20 million in

Transportation Special Purpose Local Option Sales Tax Funds for construction of

US 27/Custer Road Interchange - Reconstruction/Modification project at Fort

Benning. This project will be 100% funded from collection of TSPLOST funds and

will not require a match. An agenda report, agreement, and map are attached.

V. (TSPLOST) - TRANSPORTATION INVESTMENT ACT OF 2010 (TIA) PROJECT AGREEMENT -

INTERCITY EXPRESS BUS PARK-N-RIDE SERVICE:



Authorization is requested to enter into an agreement with the Georgia

Department of Transportation to receive $22.4 Million in Transportation Special

Purpose Local Option Sales Tax Funds to establish an Intercity Express Bus

Park-N-Ride Service. This project will be 100% funded from collection of

TSPLOST funds and will not require a match. An agenda report and resolution are

attached.





VI. PROPERTY ACCEPTANCE - NORFOLK SOUTHERN TO MEMORIALIZE THE "OLD COLORED

CEMETERY"



Authorization is requested to accept a Quit Claim Deed from Norfolk

Southern for property located at __________________. Norfolk Southern is

donated land to the City to create a Memorial Garden to commemorate the

significance of he site. The property located at _______________ should be

recognized as one of two of the original "Old Colored Cemetery" in Columbus.

An agenda report and resolution are attached.





VII. PROPERTY ACQUISITION - PROPERTY ALONG THE RIVERWALK AT RIVER MILL:



Authorization is requested for the acquisition of property along the

Riverwalk at River Mill for $598,819 from Uptown Columbus, Inc. At the end of

calendar year 2012 Uptown Columbus purchased said property on the pledge that

the city would purchase this property within the first quarter of 2013. This

property will enable construction of a missing portion of the Riverwalk. The

acquisition price is $598,819. An agenda report, map, and resolution are

attached.





VIII. JUVENILE DRUG COURT GRANT:



Authorization is requested to submit an application, and if approved,

accept upto $150,000 in funds with no local match from the Criminal Justice

Coordinating Council for the operation of the Muscogee County Juvenile Drug

Court. The grant period is from July 1, 2013 to June 30, 2014. An agenda

report and resolution are attached.

IX. EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG):



Authorization is requested to submit an application, and if approved,

accept $9,000 in funds from the Edward Byrne Memorial Justice Assistance Grant

(JAG) for the Muscogee County Sheriff's Office to purchase one Intoxilyzer

breath alcohol testing instrument for the Muscogee County Jail. An agenda

report and resolution are attached.





X. PURCHASES:

XI. TSPLOST UPDATE:

1. Oakland Park Storm Drainage Improvements Phase I ? RFB No. 13-0047

Scope of Bid

This work shall consist of providing storm drainage improvements in the Howe

Avenue area (Sub-Basin ?C?) and the South Plant Road area (Sub-Basin ?M?) of

Oakland Park. The Contractor shall be required to maintain public access to

all residences located within the project area and maintain normal traffic.



2. Comprehensive Medical Services/Muscogee County Jail & Prison (Annual

Contract) ? RFP No. 13-0024

Scope of RFP

Provide comprehensive medical services for inmates at the Muscogee County Jail

and Muscogee County Prison, in accordance with the RFP specifications.

Contract term shall be for two years, with an option to renew for three (3)

additional twelve month periods.



3. 96-Gallon Universal Containers for Recycling Program ? RFB No. 13-0041

Scope of Bid

The Columbus Consolidated Government wishes to purchase eight thousand (8000)

96-gallon universal containers for the City?s recycling program.



4. TV Studio Equipment ? RFP No. 13-0023

Scope of RFP

The Columbus Consolidated Government (the City) is seeking a vendor to provide

and install television studio equipment for CCG TV to be housed in the new

Citizen Services Center currently under construction.

1. Statement of Qualifications for Professional Design Services for the

Renovation and Additions to the Muscogee County Jail ? RFP No. 13-0025

Scope of RFP

Columbus Consolidated Government (the Owner) requests firms to submit

statements of qualifications for professional design services for the

renovation and additions to the Muscogee County Jail, which is located at 700

10th Street in Columbus, GA.



It should be noted that the Owner desires to procure the services from a team

comprised of an architectural firm that specializes in developing jail/prison

projects, who will serve as the lead architect, and a local architect.



2. Wide Format Scanner (Re-Bid) ? RFB No. 13-0049

Scope of Bid

The GIS Division of the Engineering Department desires to acquire a Wide Format

Color Scanner, Colortrac SmartLF Gx+ T42e or equivalent. For budgetary

purposes, Columbus Consolidated Government requests vendors to submit bids on

Option A (Purchase) and Option B (Lease).

Scope of Bid

Provide repair services for electric motors. The repairs will include all

single and three phase electric motors up to 150 HP to include, but not limited

to, Belt-Drive A/C Blower Motors, Direct-Drive A/C Blower Motors and Water

Circulators.

1. Right-of-Way Digital Imaging and Extraction of Pavement Condition Data ? RFP

No. 13-0026

Scope of RFP

Columbus Consolidated Government (CCG) requests proposals from qualified firms,

with proven experience, to collect ground-level right-of-way digital images of

the roadway network. The images shall be used to update the pavement condition

ratings stored in CCG?s proprietary pavement management system. Under the terms

of this RFP, the successful respondent is to work with CCG?s pavement

management consultant to deliver the pavement condition ratings in the required

data import format.

Scope of RFB

The Columbus Consolidated Government wishes to purchase one (1) farm tractor

with 15' batwing mower. The equipment will be used by the Public Services

The Columbus Planning Department and the METRA Transit System are seeking a

qualified consultant to undertake a public transit needs assessment in Muscogee

County, Georgia.

Scope of RFP

The Consolidated Government of Columbus, Georgia is seeking proposals from

qualified vendors to provide inmate commissary services at the Muscogee County

Prison.
