MINUTES # 27-07
The Columbus, Georgia, Board of Tax Assessors met Wednesday, July 11, 2007,
at 2:00PM with Chairman William Braxton, Assessors Lawton Grantham, Richard
Stallings, Ann Grantham and Pat Hunter present. Also present was Chief
Appraiser Betty J. Middleton.
Assessor Pat Hunter made the motion to approve Min#25-07; Assessor Lawton
Grantham seconded the motion; motion carried unanimously. Assessor Ann Grantham
made a motion to approve Min#26-07; Assessor Richard Stallings seconded the
motion; motion carried unanimously.
The Board approved assessment corrections for real estate.
The Board approved a VA application for parcel ID 190 018 001 for 2007.
The Board approved Development Authority Bond letters for the Cessna Aircraft
Company Project and the AFCO Lodges, LLC Project; Sunbelt-SCG, LLC Project and
Sunbelt-TCG, LLC Project for 2007.
Met with Residential Division Manager Bob O?Brien for an overview of Parcel ID
170 001 009.
Met with Mr. Stallings representing Mrs. Stallings regarding the valuation for
Parcel ID 170 001 009. Mr. Stallings stated that the lot is undesirable; it is
difficult to dock a boat and the house has only two bedrooms. He said Mrs.
Stallings tried to sell the property, but had no offers for $925,000. He
explained that Mrs. Stallings did not know what the value was when she made the
tax return for $850,000, which he felt was too much. He said he feels a fair
market value should be between $750,000 and $795,000. After Mr. Stallings
exited the meeting, the Board discussed his value and compared with other sales
in the area. Assessor Lawton Grantham made the motion to adjust the value to
$800,000; Assessor Richard Stallings seconded the motion; motion carried.
Bishop Blanton representing Maranatha Evangelistic Enterprises Team, Inc. had
an appointment with the Board; however, did not appear. (Parcel ID 015 007 011,
015 008 005, 015 008 004).
Met with Commercial Division Manager Linda King, reviewed and approved the

Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Appeals: 12(-)
1(NC)
Assessment Corrections: 4(-)
Pers Prop Div Mgr Oliver Juhan discussed with the Board an appeal, in which the
taxpayer requested to meet with the Board of Tax Assessors. The Board said to
make an appointment for him. He also discussed the method how all boats are
valued in the County.
Assessor Lawton Grantham made a motion to change the Board of Tax Assessors
meeting day and time from Wednesday at 2:00PM to Monday at 9:00AM beginning 1st
Monday in August 2007. Assessor Ann Grantham seconded the motion; motion
carried unanimously.
The Board instructed Chief Appraiser Betty Middleton to forward any issues
regarding development authority bonds by certified mail to Becca Hardin,
Chamber of Commerce, for response.
