SUBJECT: Surplus Property Disposal



INITIATED BY: David Arrington, Deputy City Manager





Recommendation: Approval is requested to declare surplus at 1133 35th

Street, 2418 North Lumpkin Road, and approximately .75 acres of property

located at 315 Andrews Road and sell said property in accordance with Section

7-501 of the City Code in Columbus, Muscogee County, Georgia. (see attached

maps)



Background: The property located at 1133 35th Street was acquired by the

City in 2011 to resolve a conflict with a collapsed storm sewer pipe. The storm

sewer pipe has been relocated and the property is no longer required by the

City. The property located at 315 Andrews Road was acquired by the City in

2013 for economic development purposes. There has been interest expressed by a

retail developer to acquire a portion of the property to facilitate a retail

development in the area. The use of the property for this type development is

consistent with the intent of the Enterprise Zone to create jobs and promote

capital investment. The property located at 2418 North Lumpkin Road is the

site of the former Fire Station 7. The structure on the property was

demolished following the relocation of the station to Buena Vista Road. The

City no longer has a use for the property.



Analysis: The City no longer has a need for these properties. All properties

are suitable for either residential or commercial development based on the

current zoning.



Financial Considerations: The properties will be sold at fair market value.

The properties and any related improvements will add to the tax digest.



Projected Annual Fiscal Impact Statement: Disposing of these properties will

relieve the City of the responsibility for maintaining the properties. The

disposition will also place the properties back to the tax digest and result in

increase advalorem tax.



Legal Considerations: The properties will be sold in accordance with Section

7-501 of the City Code. Properties will be sold retaining all easements for

combination utilities, storm and sanitary sewer pipes.

35th Street, 2418 North Lumpkin Road, and approximately .75 acres of property

located at 315 Andrews Road and sell said property in accordance with Section

7-501 of the City Code in Columbus, Muscogee Country, Georgia.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO DECLARE 1133 35TH STREET, 2418

NORTH LUMPKIN ROAD, AND APPROXIMATELY .75 ACRES OF 315 ANDREWS AS SURPLUS,

ADVERTISE AND SELL SAID PROPERTY IN ACCORDANCE WITH CITY CODE SECTION 7.501 IN

COLUMBUS, MUSCOGEE COUNTRY, GEORGIA.

WHEREAS, the City owns property located at 1133 35th Street, 2418 North Lumpkin

Road, and approximately .5 acres of property located at 315 Andrews Road; and,

WHEREAS, the City has no current use or plans for this property; and,

WHEREAS, the property is appropriately suited for development in accordance

with its current zoning; and,

WHEREAS, all existing utility easements of record remain in effect and

providing appropriate width as required by applicable utility companies shall

be reserved for unknown

utilities; and,

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

The City Manager is hereby authorized to declare property located at 1133 35th

Street, 2418 North Lumpkin Road, and approximately .75 acres of property

located at 315 Andrews Road as surplus. To further advertise and sell said

property in accordance with City Code Section 7-501 in Columbus, Muscogee

County, Georgia.
