SUBJECT: Diesel Emissions Reduction National Program (DERA)





INITIATED BY: Planning Department





Recommendation: Approval is requested to submit an application and if

approved, accept a grant for up to $241,650 from the Diesel Emissions

Reduction National Program via the U.S Environmental Protection Agency (EPA).



Background: The DERA Program provides a framework to integrate transportation,

energy, land use and air quality planning programs into projects that yield

measurable air quality benefits in a relatively short period of time. The goal

of the DERA is to reduce fossil fuel emissions created as a result of

activities within the transportation sector from existing diesel engines.



Analysis: The EPA will award 3-6 assistance agreements. If awarded, the grant

would be used to help finance the clean air efforts the City is currently

undertaking.



Financial Considerations: This competitive grant award will provide up to

$241,650 for this effort. No matching funds are required.



Legal Considerations: The City Attorney finds no issues with this request.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to submit a grant request for the Diesel Emissions Reduction National Program.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT UP TO

A $241,650 FROM THE DIESEL EMISSION REDUCTION NATIONAL PROGRAM FROM THE U. S.

ENVIRONMENTAL PROTECTION AGENCY (EPA) AND AMEND THE MULTI-GOVERNMENTAL FUND BY

THE GRANT AWARDED.

WHEREAS, the Diesel Emissions Reduction National Program (DERA) provides a

framework for projects that significantly reduce diesel emissions; and,

WHEREAS, the goal of the DERA is to improve air quality and public health by

reducing fossil fuel emissions created as a result of activities within the

transportation sector from existing diesel engineers; and,

WHEREAS, EPA will award 3-6 assistance agreements and the grant funds would be

used to promote the city's clean air program. No City funds are required.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application and if

approved accept up to a $241,650 from Diesel Emissions Reduction National

Program (DERA) application from the U. S. Environmental Protection Agency and

amend the Multi-Governmental fund by the amount awarded.



Introduced at a regular meeting of the Council of Columbus, Georgia, held the

____day of ___________, 2009 and adopted at said meeting by the affirmative

vote of _____ members of said Council.
