SUBJECT: Agreements to Quit-Claim Deeds of City Property
to the Georgia Department of Transportation
INITIATED BY: Felton G. Grant, Planning Department
Recommendation: Approval is requested to execute four (4) Documents titled "
Department of Transportation Option for Right of Way" (attached) to be able to
Execute the "Quit- Claim Deeds" with the Department of Transportation (GDOT)
for property owned by the City on S.R. 982/Talbotton Road/ Warm Springs Road
Widening from Hamilton Road to Twenty-third Avenue in Muscogee County.
Background: GDOT proposes this construction as part of the State Highway
System, in the City of Columbus, Georgia to improve and widen Talbotton
Road/Warm Springs Road/S.R. 982. The project is included in the Transportation
Improvement Program. Columbus, Georgia is requested to "Quit-Claim Deed" the
necessary segments of certain City properties located within the limits of the
proposed construction of the above mentioned project. The attached Documents
titled "Department of Transportation Option for Right of Way" has to be
executed prior to GDOT drawing up the Quit-Claim Deed. At that time, the Quit
Claim Document will be sent to the City for execution.
Analysis: The execution of the Quit-Claim Deeds is for Acquisition of Right of
Way or easements that have compensation offered for the taking.
Financial Considerations: Reference the above mentions Project, the State has
offered a Fair Market Value (FMV) for the Parcels shown; Parcel 151, FMV
$2,100.00, Parcel 152, FMV $6,100.00, Parcel 153 FMV $5,500.00, Parcel 154 FMV
$1,200.00, totaling $14,900.00 to be paid to the City for the 4 parcels the
GDOT needs for said project.
Projected Annual Fiscal Impact Statement: There will be no financial impact
the City.
Legal Considerations: This action requires Council's approval by resolution.
Recommendations/ Actions: Authorizing the City Manager to execute a Document
titled "Department of Transportation Option for Right of Way" to be able to
execute a "Quit Claim Deed" and subsequent agreements necessary to implement
this project with the GDOT and the City of Columbus, Georgia for the
improvement and widening of Talbotton Road/Warm Springs Road/S.R. 982, Project
# STP00-8016-00 (003) PI# 350730, in Muscogee County.

A RESOLUTION AUTHORIZING TO EXECUTE A DOCUMENT TITLED "DEPARTMENT OF
TRANSPORTATION OPTION FOR RIGHT OF WAY" TO BE ABLE TO EXECUTE A "QUIT CLAIM
DEED" WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) FOR THE IMPROVEMENT
AND WIDENING OF TALBOTTON ROAD/WARM SPRINGS ROAD/S.R. 982 IN COLUMBUS, GEORGIA,
IDENTIFIED AS PROJECT # STP00-8016-00 (003), PI#350730.
WHEREAS, the GDOT plans to improve and widen Talbotton Road /Warm Springs
Road/S.R.982 from Hamilton Road to Twenty-third Avenue in Columbus, Georgia;
and,
WHEREAS, there are four (4) parcels on said project that the GDOT has a need
for Permanent Construction Easements; and,
WHEREAS, reference the above mentioned Project the following parcels requires
taking for Permanent Easements:
I.
Parcel 151- 710 Talbotton Road (0.003 acres) for a Permanent Easement,
reimbursing the City $2,100.00.
II.
Parcel 152- 712 Talbotton Road (0.010 acres) for a Permanent Easement,
reimbursing the City $6,100.00.
III.
Parcel 153- 714 Talbotton Road (0.010 acres) for a Permanent Easement,
reimbursing the City $5,500.00.
IV.
Parcel 154- 716 Talbotton Road (0.002 acres) for a Permanent Easement,
reimbursing the City $1,200.00.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a document titled
"Department of Transportation Option for Right of Way" to be able to execute a
"Quit-Claim-Deed and subsequent agreements necessary to implement the project
with the Georgia Department of Transportation for the improvement and widening
Talbotton Road/Warm Springs Road/S.R. 982, Project STP-8016-00 (003),
PI#350730.
