SUBJECT: Cathryn Drive - Street Abandonment



INITIATED BY: Engineering







Recommendation: Approve the attached Ordinance deleting from the

"Official Map of the Consolidated Government of Columbus, Georgia" an

unimproved segment of Cathryn Drive, north of Camille Drive as surplus

authorizing its disposal in accordance with the City Code.



Background: Cathryn Drive has a segment of its right-of-way unimproved

north of Camille Drive. The property owners of 2631 and 2701 Camille Drive use

this segment as access to their property (see attached photo). Mr. Anderson

Frazer of 2701 Camille Drive made a formal request by letter to purchase his

half of the unused right-of-way. He indicated in the same letter that Louie

Robinson, Jr., property owner of 2631 Camille Drive supported his request.



Analysis: The proposed street abandonment of this segment of Cathryn Drive was

not constructed as a street. The north end of this street segment ends at the

Clubview Heights Subdivision boundary that is also the Fall Line Trace. The

property value and disposal of said property to adjoining property owners will

be handled by the City's Community Reinvestment department.



Financial Considerations: Community Reinvestment Department will determine the

sales value of these property remnants.



Projected Annual Fiscal Impact Statement: The final sales value will be

deposited to the Finance Department.



Legal Considerations: The purpose of this ordinance is to declare this street

surplus and to authorize its disposal which has to be approved by Council.



Recommendations/ Actions: Approve an ordinance declaring an unimproved segment

of Cathryn Drive surplus and authorize its disposal.

AN ORDINANCE CHANGING THE OFFICIAL STREET AND TAX MAPS OF THE

CONSOLIDATED GOVERNMENT OF COLUMBUS, GEORGIA BY DECLARING A SEGMENT OF CATHRYN

DRIVE RIGHT-OF-WAY SURPLUS; THE SEGMENT OF RIGHT-OF-WAY LOCATED NORTH OF THE

NORTH RIGHT-OF-WAY LINE OF CAMILLE DRIVE RUNNING NORTHERLY TO THE NORTH

BOUNDARY OF THE CLUBVIEW HEIGHTS SUBDIVISION AS DEPICTED BY THE ATTACHED MAP

DATED MARCH 15, 2011; PROVIDING THAT ALL EXISTING UTILITY EASEMENTS OF RECORD

SHALL REMAIN IN EFFECT; PROVIDING APPROPRIATE WIDTH EASEMENTS SHALL BE RESERVED

AS REQUIRED BY THE UTILITY COMPANIES SERVING ADJOINING STREETS AND PROPERTIES

FOR UNKNOWN UTILITIES; AUTHORIZING THE DISPOSAL OF SAID RIGHT-OF-WAY IN

ACCORDANCE WITH COLUMBUS CHARTER; REPEALING ANY CONFLICTING ORDINANCES AND FOR

OTHER PURPOSES.





THE COUNCIL OF COLUMBUS, GEORGIA HEREBY ORDAINS:



SECTION I.



That the ?Official Street Map, Consolidated Government of Columbus,

Georgia of Section 18.1 of the City Code? and appropriate Tax Maps are hereby

amended by deleting the following segment of Cathryn Drive:



A sixty (60) foot right-of-way to include the radii returns beginning

at the north right-of-way of Camille Drive and running north to the Clubview

Heights subdivision boundary.



SECTION II.



That the segment of right-of-way described here within Section I is no

longer needed for roadway purposes. Said segment of right-of-way is hereby

declared surplus and authorized for disposal in accordance with the Columbus

Charter.



SECTION III.



Providing that all existing utility easements of record shall remain in

effect and providing appropriate width easements shall be reserved as required

by the utility companies serving adjoining streets and properties for unknown

utilities.



SECTION IV.



That all ordinances and parts of ordinances in conflict with this

ordinance is hereby repealed.





Introduced at a regular meeting of the Council of Columbus, Georgia

said meeting by the affirmative vote of _____ member of Council.
