MINUTES OF THE MEETING

OF

THE ANIMAL CONTROL ADVISORY BOARD



The ANIMAL CONTROL ADVISORY BOARD met TUESDAY, August 14, 2007, at 2:30 P.M. in

the Public Services Building.

CALL TO ORDER



Tom Bryan called the meeting to order at 2:30 P.M.



Tom Bryan presented the minutes of the last meeting; Virginia Norman moved they

be approved as written; Cathy McCarley seconded; approval was unanimous.



Drale Short presented the presentation on ?Anti-Chaining?.



Drale Short introduced the Animal Control Officers and asked them to give their

opinion on the proposed Anti-Chaining Law.



Officer Stewart stated that some of the citizens would not be able to afford

the proper tethering tools, i.e. Trolley System or the cable line system. He

also stated, ?Animal Control should focus on the current ordinances and be more

stern on the enforcement of these ordinances? which includes proper fencing.



Officer Meek agreed, but also placed emphasis on the need for more authority as

an officer.



The board discussed other counties that have ?Anti-Chaining Ordinances, the

authority need for our officers to enforce current ordinances, and educating

the public on our current ordinances as well as concerns for the citizens if an

anti-chaining law is passed.



After further discussion the board asked Drale Short to inform the City Manager

and Council that at this time the board cannot recommend the Anti-Chaining Law,

that more research needed to be done in order for the board to make an educated

decision. Ms. Short instructed Sylvia Bennett to mail each board member a copy

of the packet submitted to the board by Ms. Swartz, Dogs Deserve Better, to

assist board members in studying the issue at hand. It was understood that the

board would meet again to discuss this matter in even more detail.



The board unanimously agreed to table discussions on mandatory spay/neuter.



Drale Short apologized to the board for any harassment or inconveniences caused

by Ms. Owens. She informed them that Ms. Owens has requested that all

Commissions and Board Members be listed on the City?s Web Page. Tiny

Washington, Clerk of Council is currently working on this request in addition

the City Attorney?s confirming how much or type of information can be put on

this web site. (example: work information, home information, etc.) She also

told them that the City Attorney will assistance them with any problems they

may have with any citizens concerning the Animal Control Advisory Board?s

responsibilities and/or issues.



The board discussed time served as Chairperson and agreed on an election every

two (2) years but asked for a secret write-in vote. Drale Short will also

check with the Clerk of Council to see if there is standard policy on chair

positions.



Kathy McCarley asked the board to study the Potentially Dangerous/Dangerous Dog

Ordinances to be sure they are not suggesting requirements that are not

enforceable by the ordinances.



Tom Bryan asked if there were any other old business or new business.

There were none so he adjourned the meeting at 3:55 P.M.
