SUBJECT: Bright From the Start Summer Food Service Program; SFSP



INITIATED BY: Parks and Recreation Department/Community Schools Division





Recommendation: Approval is requested to submit an application and if approved,

accept funds from the Georgia Department of Early Care and Learning Bright From

the Start, for reimbursement of snacks provided for After School and Summer

Lunch participants. The grant to be received from Bright From the Start; the

SFSP is approximately $575,000.00 (Summer Food Service Program). This is a

continuation grant and to allow the grant funds to cross over the fiscal year.



Background: These programs are designed to offer nutritious lunches and snacks

daily to all youth in the city of Columbus. Participants are provided USDA

approved nutritional meals Monday through Friday 11:30 a.m. to 1:00 p.m. and

snacks from 3:00 p.m. to 4:00 p.m.



Analysis: Bright From the Start is funding this grant at minimal cost to the

Department of Parks and Recreation or the City of Columbus. This grant is a

continuation of grant funding that was received during the 2005-2006 fiscal

year and will continue throughout fiscal years 2006-2007.



Amend: Amend the multi grant funding as needed for the SFSP and CACFP grant

reimbursements to cross over the Columbus Consolidated Government fiscal years

2006-2007. The Community Schools Division of Columbus Parks & Recreation has a

contract with Muscogee County School Nutrition to provide all of our snacks and

camp lunches throughout the year. This enables the program to run without the

extra need for health inspectors, meal/snack preparation, food wrapping, food

storage, and food purchases. The Muscogee County School Nutrition is the

accredited source and has been approved by Bright From the Start.



Financial Considerations: The grant is approximately $575,000.00 for the Summer

Food Service Program (summer lunch). The City is not required to put up any

matching funds to participate in this grant and funding will be handled by

reimbursement.



Recommendation: Authorize a resolution to apply for and accept funds

approximately in the amount of $575,000.00 from Bright From the Start for the

Department of Parks and Recreation Community Schools Division to participate in

the summer lunch and snack reimbursement program grant annually May 2006

through July 2006. Allow this program as a sole source for the Muscogee County

School Nutrition Office.
