SUBJECT: Adult Felony Drug Court Grant
INITIATED BY: Superior Court - Muscogee County Adult Felony Drug Court
Recommendation: Approval is requested to submit an application and if
approved, accept funds from the Judicial Council of Georgia Standing Committee
on Accountability Courts for the operation of the Muscogee County Adult Felony
Drug Court, for the treatment of participants with co-occurring disorders and
to amend the Multi-governmental Fund by $27,745.00.
Background: This is a State grant that provides funding to enhance existing
drug court programs and provide treatment for participants with co-occurring
disorders.
Analysis: The Muscogee County Adult Felony Drug Court has had a positive
effect on the drug offenders and their families in our community by reducing
drug use, criminal activity and encouraging participants to become productive
members of society.
Financial Considerations: The City is not required to provide matching funds
to participate in these grants.
Projected Annual Fiscal Impact Statement: The acceptance of this grant does
not obligate the Columbus Consolidated Government to continue the program after
the grant funds have been expended.
Legal Considerations: The Columbus Consolidated Government is eligible to
enter into a contract with the Judicial Council of Georgia for the funding of
these grants.
Recommendations/ Actions: Approve a resolution authorizing the City Manager to
submit a grant application and any subsequent extensions and if approved,
accept funds from the Judicial Council of Georgia Standing Committee on
Accountability Courts for the operation of the Muscogee County Adult Felony
Drug Court, to provide funds for the treatment of participants with
co-occurring disorders and to amend the Multi-governmental Fund by $27,745.00.

A RESOLUTION AUTHORIZING TO SUBMIT AN APPLICATION AND IF APPROVED ACCEPT A
GRANT FOR $27,745 AND ANY EXTENSIONS FROM THE JUDICIAL COUNCIL OF GEORGIA
STANDING COMMITTEE ON ACCOUNTABILITY COURTS WITH NO LOCAL MATCH REQUIREMENT TO
FUND THE MUSCOGEE COUNTY ADULT FELONY DRUG COURT FOR PROVIDING TREATMENT TO
PARTICIPANTS WITH CO-OCCURING DISORDERS OF $27,745.00 DOLLARS, FROM AND TO
AMEND THE MULTI-GOVERNMENTAL FUND BY THE $27,745.00.
WHEREAS, funds have been made available from the Judicial Council of Georgia
Standing Committee on Accountability Courts for the purpose of funding the
Adult Felony Drug Court; and,
WHEREAS, the Adult Felony Drug Court operates on a team concept, but also, as a
community collaborative effort to address the needs of individuals involved
with drug abuse; and,
WHEREAS, the Judicial Council of Georgia Standing Committee on Accountability
Courts does not require a local match; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application for a grant
and any extensions to fund the Muscogee County Adult Felony Drug Court to
provide treatment for participants with co-occurring disorders and if awarded
accept a grant and any subsequent extensions of $27,745 from the Judicial
Council of Georgia Standing Committee on Accountability Courts with no local
match requirement and amend the Multi-Governmental Fund by the amount of the
grant awarded.
