SUBJECT: Local Government & Improvement Grant (LMIG) for South Lumpkin

Road Improvement



INITIATED BY: Felton G. Grant, Right of Way Acquisition Coordinator,

Transportation Planning Department





Recommendation: Approval is requested to accept a Local Maintenance &

Improvement Grant (LMIG) from the Georgia Department of Transportation (GDOT)

for the South Lumpkin Road Improvement Project.



Background: LMIG is the Georgia Department of Transportation program

that replaced County Contracts. The South Lumpkin Road Reconstruction

(including a Roundabout), curbing and resurfacing from approximately Walker

Street to the South end of South Lumpkin (1.9 miles) was selected in 2012 to

provide supplemental funding to the 1999 SPLOST Oxbow Meadows Project. The

City had an engineering assessment conducted on portions of South Lumpkin Road

due to numerous failures along the roadway. Based on this assessment it was

determined reconstruction would be necessary for a large portion of the

roadway. South Lumpkin Road is the primary public road to access the National

Infantry Museum, Oxbow Meadows Learning Center and Oxbow Meadows Golf Course.

The execution of the agreement was delayed due to right-of-way issues on South

Lumpkin Road. The right-of-way issues have been resolved through the U.S.

Army Corps of Engineers and the LMIG Agreement is ready for execution.



Analysis: It is necessary to execute the attached LMIG Agreement for 2012 to

the Georgia Department of Transportation (GDOT) to proceed forward with the

project. All right-of-way issues have been resolved and the project is ready

for bid. Upon completion of this agreement, the project will be bid by the

City with construction scheduled to begin in mid to late summer.



Financial Considerations: The LMIG Agreement will provide $1.2 Million to the

City for funding improvements to South Lumpkin Road project. The LMIG funding

will supplement approximately $500,000 in 1999 SPLOST - Oxbow Meadows funding

for a total estimate project cost of $1.7 Million.



Projected Annual Fiscal Impact Statement: Maintenance of the roadway is

already a City responsibility. The City will assume responsibility for

maintenance of the landscaping inside the round-a-bout at an estimated cost of

approximately $1,000.



Legal Considerations: Council must approve this action by resolution.



Recommendations/ Actions: Approve the Resolution authorizing the City Manager

to execute the Local Maintenance & Improvement Grant (LMIG) with the Georgia

Department of Transportation (GDOT).

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THE LOCAL MAINTENANCE &

IMPROVEMENT GRANT (LMIG) WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT)

FOR SOUTH LUMPKIN ROAD RECONSTRUCTION PROJECT.

WHEREAS, the program that was identified for South Lumpkin Road Reconstruction

(including a Roundabout, curbing and resurfacing from approximately Walker

Street to the south end of South Limpkin Road (1.9 mi.) is now being programmed

under LMIG; and,

WHEREAS, it is necessary to execute the attached LMIG (becoming a part of this

Resolution) to the GDOT; and,

WHEREAS, the GDOT is paying approximately $1.2 Million toward this Project

estimated to cost $1.7 Million, the balance to be paid by the City.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to execute the Local

Maintenance & Improvement Grant (LMIG) with the Georgia Department of

Transportation (GDOT) for South Lumpkin Road Reconstruction Project.
