Called Board Meeting Minutes
January 26, 2010
A Called Meeting of the Community Development Advisory Council was held at the
Government Center Annex Building, 420 10th Street, on January 26, 2010.
Members Present: Lula Arrington, Harold Funderburg, Brad Haines, Daniel
Priban, Eddie Roberts, Leigh Stewart, Charles Weaver
Members Absent: Charles McDaniel, John Partin, Arthur Rodgers,
CALL TO ORDER:
The meeting was called to order by Charles Weaver, Vice Chair. A quorum was
present. The Minutes of the December 15, 2009 Meeting were approved as
presented.
The Board reviewed and discussed the proposed budgets for the City?s CDBG and
HOME Entitlement programs. The budgets were for the year FY11 with funding to
begin July 1, 2010. Proposed funding was contingent on the amount of the
Entitlement received from HUD. A motion was made by Board Member Eddie Roberts
to approve the CDBG budget as amended. The amendment was to reallocate $10,000
to Faith Homes, Inc. from Project Care. Board Member Daniel Priban seconded
the motion. The motion passed.
The Board reviewed and discussed the various programs proposed for the HOME
portion of the budget. A motion was made by Board Member Harold Funderburg to
approve the HOME budget as presented. Board Member Eddie Roberts seconded the
motion. The motion passed.
Due to the fact that HUD has not notified the City of its Entitlement amounts
for FY11, a motion was mad by Board Member Lula Arrington to allow any
additional funding received above last year?s funding amounts to be allocated
without Board review if the allocation does not exceed 10% of the Entitlement
for CDBG and HOME respectively. Funding in excess of 10% would be submitted to
the Board for review/approval. Board Member Eddie Roberts seconded the
motion. The motion passed.
