It is requested that Council authorize the purchase of one hundred (100)
pursuit vehicles from Akins Ford in the amount of $2,198,300.00. Columbus
Police Department will use the pursuit vehicles for seventy-eight (78) new
police officers and for twenty-two (22) replacement vehicles.
Bid postcard invitations were mailed to fifty-six vendors and bid
specifications were posted on the City?s website. Nine bid responses were
received on May 13, 2009. This bid has been advertised, opened and reviewed.

It is requested that Council authorize the purchase of one ? ton regular cab,
4x4 pick up truck from Carl Gregory Dodge (Columbus, Georgia), in the amount of
$18,932.00.
The pickup truck is a replacement unit. The Public Services Department?s Pine
Grove Landfill Division will use the vehicle to transport personnel and
equipment throughout Pine Grove Landfill. As well as, travel to and from other
Landfill locations and picking up supplies.
Bid postcard invitations were mailed to fifty-four vendors and bid

(C) OPTION 2: MID SIZE EXTENDED CAB PICKUP TRUCKS ? RFB NO. 09-0033
It is requested that Council authorize the purchase of two mid-size extended
cab pickup trucks from Carl Gregory Dodge (Columbus, Georgia), in the amount of
$29,662.00.
Both pickup trucks are replacement units. The Public Services Department?s
Solid Waste Collection Division supervisors will utilize the vehicles while
monitoring garbage pickup on routes within their assigned areas. The
supervisors will monitor garbage pickup at missed residences and deliver
replacement garbage cans to citizens whose cans were damaged or destroyed
during garbage pickup.
Bid postcard invitations were mailed to fifty-four vendors and bid
specifications were posted on the City?s website. Bid responses were received
on March 18, 2009 from ten bidders. This bid has been advertised, opened and

It is requested that Council authorize the purchase of one mid-size 4WD sports
utility vehicle from Peach County Ford (Byron, Georgia), in the amount of
$21,104.00.
The mid-size 4WD SUV is a replacement unit. The Engineering Department?s
Drainage Division will use the vehicle to transport personnel and equipment to
and from job sites throughout Muscogee County.
Bid postcard invitations were mailed to fifty-four vendors and bid
specifications were posted on the City?s website. Bid responses were received
on March 18, 2009 from eleven bidders. This bid has been advertised, opened

in writing.

It is requested that Council authorize the purchase of one mid-size sedan from
Rivertown Ford (Columbus, Georgia), in the amount of $16,778.00.
The mid-size sedan is a replacement unit. The vehicle will be assigned to a
Special Enforcement Officer in the Public Services Department?s Special
Enforcement Division. The Officer will use the vehicle for transportation
while enforcing City codes and Ordinances pertaining to business license, solid
waste on private property, illegal dumping and overgrown private property,
specifically tall grass and weeds.

(G) EMERGENCY PURCHASE AND INSTALLATION OF TWO HOT WATER BOILERS FOR MCP
It is requested that Council approve payment to Energy Savers of Georgia
(Columbus, Georgia), in the amount of $32,980.00, for the emergency purchase
and installation of two (2) domestic hot-water boilers for the Muscogee County
Prison (MCP).
In April 2009, the old boilers at MCP failed and were deemed un-repairable by
the Facilities Maintenance Manager. Facilities Maintenance contacted the
following three vendors to provide a quote for the project:
Energy Savers of Georgia
Holbrook Service Company
1st Mechanical
Energy Savers was the only vendor with available personnel to do the work on an
emergency basis. The other two companies had previous obligations and could
not provide the installation. Therefore, no quotes were obtained.
The boilers are essential to MCP supplying hot water to the kitchen and laundry
areas. Therefore, on April 21, 2009, the City Manager approved the emergency
purchase.
Funds are available in the FY09 Budget: General Fund ? Public Services ? Other

(H) STATE MANDATED SOLID WASTE DISPOSAL FEE
It is requested that Council approve payment to Georgia Department of Natural
Resources for the state mandated solid waste disposal fee in the amount of
$52,225.86. A total of 76,439.899 tons of solid waste was disposed, at Pine
Grove Landfill, between January 1, 2008 and December 31, 2008.

WHEREAS, the boilers are essential to MCP supplying hot water to the
kitchen and laundry areas. Therefore, on April 21, 2009, the City Manager
approved the emergency purchase.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to make payment to Energy
Savers of Georgia (Columbus, Georgia), in the amount of $32,980.00, for the
emergency purchase and installation of two (2) domestic hot-water boilers for
the Muscogee County Prison (MCP). Funds are available in the FY09 Budget:
General Fund ? Public Services ? Other Maintenance/Repairs ? Bldg.
Maint./Public Safety ? MCCI Schatulga Road; 0101-260-3710-REPA-6528.24.

A RESOLUTION AUTHORIZING PAYMENT TO GEORGIA DEPARTMENT OF NATURAL
RESOURCES FOR THE STATE MANDATED SOLID WASTE DISPOSAL FEE IN THE AMOUNT OF
$52,225.86.
WHEREAS, a total of 76,439.899 tons of solid waste was disposed, at
Pine Grove Landfill, between January 1, 2008 and December 31, 2008.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to make payment to Georgia
Department of Natural Resources for the state mandated solid waste disposal fee
in the amount of $52,225.86. Funds are budgeted in FY09 Budget: Public
Services, Pine Grove Landfill ? State Mandated Waste Dump Fees;
0207-260-3560-PGRO-9208.
