Columbus Consolidated Government
Memorandum
TO: Mayor and Councilors DATE: April 15, 2008
FROM: Isaiah Hugley, City Manager SUBJECT: Columbus South Development
Opportunity - RFP
________________________________________________________________________________
____
The City has assembled 35.57 +/- acres of property through the use of the 1999
SPLOST and 1999 C Bond funds for commercial and industrial uses within the
City?s designated Enterprise Zone. There has been minimal interest in the
private sector to develop the assembled property for Industrial/Commercial
purposes. In recent years, there has been a significant investment in
redeveloping the area for residential use. Consistent with this redevelopment
effort, Resolution #50-08 expanded the permitted use of property in the
Enterprise Zone to include new residential construction and residential
rehabilitation. It was determined to be in the best interest of the City to
declare the property surplus and advertise the property to be developed as a
Planned Unit Development (PUD). The developments of the site as a PUD will
enhance the character of the neighborhood by encouraging mix-uses to include
residential, commercial and potentially commercial/office space.
Resolution #59-08 declared the property surplus and authorized the City Manager
to advertise and dispose the 35.57 (+/-) acres of property through the Request
for Proposals (RFP) process. Please find attached a copy of the draft Columbus
South Development Opportunity RFP for your review.
