SUBJECT: Allocation of HOME funds to Neighborworks Columbus, Inc.



INITIATED BY: Community Reinvestment



Recommendation: Approval is requested to enter into a HOME Written Agreement,

between the Columbus Consolidated Government and NeighborWorks Columbus, Inc.,

to award Home Investment Partnership Program (HOME) funds in the amount of

$140,000 to construct two duplexes (4 units) of affordable housing in Beallwood

for rent to income eligible households.

Background: Per resolution 381-14, the City was awarded $400,000 of State HOME

funding from DCA for the development of two duplexes (4 units) in Beallwood.

$380,000 of this funding has been awarded to Neighborworks for the development

of these duplexes. Neighborworks Columbus is requesting to utilize an

additional $140,000 in HOME entitlement funding, in conjunction with the

$380,000 in State HOME funding, for this development.



Analysis: This project will develop new housing within a targeted

neighborhood for redevelopment, increase the tax revenues generated from the

property, and provide four low- to moderate income households with decent, safe

and affordable housing.



Financial Considerations: The City will provide up to $140,000 in HOME funds

to carry out the project. The HOME funding will be budgeted from HUD FY 2012

allocation that has been carried over.



Legal Considerations: The City Attorney will review and approve the proposed

HOME Written Agreement prior to obtaining signatures.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A WRITTEN AGREEMENT

WITH NEIGHBORWORKS COLUMBUS, INC. TO AWARD HOME INVESTMENT PARTNERSHIP PROGRAM

(HOME) FUNDS IN THE AMOUNT UP TO $140,000 TO CONSTRUCT TWO DUPLEXES (4 UNITS)

OF AFFORDABLE HOUSING IN BEALLWOOD TO RENT TO INCOME ELIGIBLE HOUSEHOLDS.



WHEREAS, Neighborworks Columbus, Inc. is a long-term valuable partner

in the City's efforts to provide affordable, safe and decent housing for

low-income residents of Columbus; and,



WHEREAS, per resolution 381-14, the City was awarded $400,000 of State

HOME funding from DCA for the development of two duplexes (4 units) in

Beallwood and $380,000 of this funding has been awarded to Neighborworks for

the development of these duplexes; and,



WHEREAS, Neighborworks Columbus, Inc. has requested an additional

$140,000 in HOME entitlement funding, in conjunction with the $380,000 in State

HOME funding, for this development; and,



WHEREAS, the City of Columbus will provide up to $140,0000 in Home

Investment Partnership Program (HOME) funds for this project.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS

FOLLOWS:



That the City Manager is hereby authorized to enter into a HOME Written

Agreement, between the Columbus Consolidated Government and NeighborWorks

Columbus, Inc., to award up to $140,000 to construct two duplexes (4 units) of

affordable housing in Beallwood for rent to income eligible households.



Introduced at a regular meeting of the Council of Columbus, Georgia,

held the _________ day of _____________, 2016 and adopted at said meeting by

the affirmative vote of ____________ members of said Council.
