SUBJECT: Brennan Road Acquisition

Recommendation: Approval is requested for the acquisition of three parcels of
land consisting of approximately 1.76 acres +/-, at 450 Brennan Road, 456
Brennan Road and 462 Brennan Road as identified on Tax Map Parcels 064-010-003,
004 and 005 (see attached maps).
Background: On October 25, 2002, the previous City Manager entered into a
sales contract to purchase three parcels of land fronting Brennan Road
consisting of approximately 1.76 acres +/- of property for a price of
$122,500. As per the contract, the City performed a Phase I environmental
assessment of the property. The Phase I assessment indicated the need for a
Phase II environmental assessment. The owner of the property carried out a
Phase II environmental assessment and completed the clean up of the property as
prescribed by the Phase II assessment.
Analysis: The owners of the property have completed the clean up of the
property and have approached the City to complete the sale of the property as
prescribed in the sales contract. The City wishes to purchase these properties
to complete the assembling of the entire block of properties, which is located
within the Enterprise Zone. The City owns the four parcels of property on
either side of this property.
Financial Considerations: The purchase of this property will be funded with
1999 SPLOST Enterprise Zone.
Recommendation: Approve a Resolution for the acquisition of three parcels of
land consisting of approximately 1.76 acres +/-, at 450 Brennan Road, 456
Brennan Road and 462 Brennan Road as identified on Tax Map Parcels 064-010-003,
004 and 005.
