SUBJECT: Memorandum of Understanding (MOU) with the
Housing Authority of Columbus, Georgia for an Assessment to
Affirmatively Further Fair Housing
INITIATED BY: Community Reinvestment Department
Recommendation: Approval is requested to execute a Memorandum of Understanding
(MOU) with the Housing Authority of Columbus, Georgia (HACG) to initiate an
assessment for Affirmatively Furthering Fair Housing (AFFH). The MOU?s intent
is to describe the responsibilities and expectations between Columbus
Consolidated Government (CCG) and the Housing Authority of Columbus, Georgia in
the preparation and submission of a joint Assessment to Fair Housing document.
Background: The Assessment to Fair Housing is a new system implemented by the
Department of Housing and Urban Development (HUD) to affirmatively further fair
housing. The Assessment to Fair Housing replaces the currently required
Analysis of Impediment (AI). HUD program participants, which include CCG and
HACG, are required to use the new system beginning on the due date of their
next 5-year Consolidated Plan or Agency Plan. The City?s next 5-year
Consolidated Plan is due in 2021 and the AFFH will be a part of that document.
Analysis: The Assessment to Affirmatively Further Fair Housing (AFFH) would
replace the currently required Analysis of Impediments (AI) document. The MOU
will identify the Lead Agency and primary point-of contact(s) for the joint
effort, establish the terms of the agreement, and list the goals of developing
an AFFH that provides meaningful actions to:
? Address significant disparities in housing needs and in access to community
opportunity
? Foster and maintain compliance with civil rights and fair housing laws
? Replace segregated living patterns with truly integrated and balanced living
patterns
? Transform racially and ethnically concentrated areas of poverty into an area
of opportunity
Financial Considerations: There will be no financial impact as part of this MOU.
Legal Considerations: The City Attorney will review all agreements prior to
obtaining the City Manager's signature.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING (MOU) WITH THE HOUSING AUTHORITY OF COLUMBUS, GEORGIA TO INITIATE
THE ASSESSMENT TO AFFIRMATIVELY FURTHER FAIR HOUSING (AFFH).
WHEREAS, the Department of Housing and Urban Development, herein referred to as
HUD, has implemented a new system to conduct an Assessment to Affirmatively
Further Fair Housing (AFFH) which replaces the current Analysis of Impediments
(AI), and;
WHEREAS, the Columbus Consolidated Government and the Housing Authority of
Columbus, Georgia, are required to use the new system beginning at the
implementation of the next 5-year Consolidated Plan or Agency Plan, and;
WHEREAS, the AFFH will identify significant disparities in housing needs and in
access to community opportunity, foster and maintain compliance with civil
rights and fair housing laws, replace segregated living patterns with truly
integrated and balanced living patterns,and transform racially and ethnically
concentrated areas of poverty into an area of opportunity.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
The City Manager is authorized to execute a Memorandum of Understanding (MOU)
between Columbus Consolidated Government and the Housing Authority of Columbus,
Georgia to initiate an Assessment to Affirmatively Further Fair Housing.
