Planning Advisory Commission's Recommendation: Conditional approval based on the fact that it

is compatible with existing land-uses. The recommended condition is: no

apartment units shall be permitted.



Planning Divisions Recommendation: Conditional approval based on the fact that it is compatible

with existing land-uses and it is the best use of the property due to the land

restrictions caused by the Georgia Power easement to the east. The recommended

condition is the same as that recommended by the Planning Advisory Commission.

Traffic Impact: The proposed project is not expected to have a negative impact on the

transportation network.

Reasonableness of Request The proposed zoning classification is compatible with

existing land-uses.



School Impact No school impact.



Buffer Requiremnts

The proposed development shall have a Category C buffer requirement along all

property lines bordered by the SFR1 and SFR3 zoning districts. The 3 options

under Category C are:

1) 20 feet with a certain amount of canopy trees, understory trees, and shrubs

/ ornamental grasses per 100 linear feet

2) 10 feet with a certain amount of shrubs / ornamental grasses per 100 linear

feet and a wood fence or masonry wall

3) 30 feet undisturbed natural buffer.



Attitude of Property Owners: Twelve (12) property owners within 300 feet were notified

of the rezoning request. The Planning Department received comments inquiring

about this rezoning request.



Additional Information: The southern portion of the property was rezoned for apartments in

2005.
