COUNCIL MEETING OF OCTOBER 14, 2014
TO THE CITY MANAGER:
BLACKMON ROAD REZONING:
Have the staff to make sure that this rezoning ordinance is flagged so
that if the owner of the property attempts to develop the property behind 7260,
7300, and 7400 Blackmon Road in the future, Council will be aware of the
intentions of that property with this Ordinance. (Request of Councilor
Henderson)

REZONING NOTIFICATIONS:
During the discussions of the proposed rezoning of property located on
Anglin Road, Valley Drive, and Claymore Road, it was brought to the attention
of the Mayor and Council that residents of a group of condominiums in the area
was not notified of the public hearing for this proposed rezoning. A request
was then made for the Planning Department Director, Rick Jones, to look into
this matter. (Request of Councilor Baker)

After the notification issue was addressed, a request was made for this
process to be investigated to find a better procedure to ensure that all
property owners within 300 feet of a proposed rezoning of a property be
notified accordingly. (Request of Mayor Tomlinson)

FERAL CAT PROGRAM:
Ms. Sarah Rowe spoke to the Mayor and Council on the Public Agenda
concerning the feral cat program the City of Columbus has in place and
addressed her concerns surrounding this program; after which, a request was
made to hold a Work Session in order for the Council to allow discussion
whereas Council can hear from Ms. Rowe, as well as Public Works Director Pat
Biegler on this issue. (Request of Councilor Allen)

ABA?S NATIONAL PRO BONO WEEK:
Ms. Rhundine Nelson, of the Georgia Legal Services Program, presented
information on the ABA?s National Pro Bono Week Celebration on the Public
Agenda. A request for this information to be aired on CCG-TV was made. (Request
of Mayor Pro Tem Turner Pugh)

PROCLAMATION REQUEST:
During the discussion surrounding the ABA?s National Pro Bono Week
Celebration on the Public Agenda, a request was made for a Proclamation
expressing appreciation to the organization for their services to the
community. (Request of Councilor Woodson)

CHARGING STATION:
During the discussion regarding the approval of the grant application for
funds from the Georgia Environmental Financial Association for the installation
of a charging station located at 11th Street and Broadway., it was brought to
the attention of Council that there will not be a fee charged for the
utilization of this charging station. A request was then made for Deputy City
Manager David Arrington to evaluate the possibility of charging a fee for this
service seeing that the city will be responsible for the cost associated with
it. (Request of Councilor Woodson)

When the charging station is installed, a request was made to the staff
that signage be included at the location notifying citizens that this service
will be provided free of charge for the time being, but there may be a charge
for the utilization in the future. (Request of Councilor Woodson)
Have the staff to do some research to determine if the Federal funded
program is still in place to assist the city in the cost of the charging
station. (Request of Councilor Davis)

PUBLIC WORKS RECYCLING PROGRAM:
Public Works Director Pat Biegler gave an update on the city?s recycling
program to the Mayor and Council, after which a request was made for Director
Biegler to get in contact with Crime Prevention Director, Seth Brown, to get
the information on the option of cart purchases out to neighborhood
associations. (Request of Mayor Tomlinson)

Have the staff to provide him with another recycling bin. (Request of
Councilor Allen)

BLACKMON ROAD TRAFFIC:
With the Council having received several concerns from the citizens
concerning the traffic on Blackmon Road during the rezoning process; let?s have
the staff to look at a traffic study to be conducted on this area to determine
if Blackmon Road should be widened. (Request of Councilor Allen)

TO THE CLERK OF COUNCIL:
NOVEMBER COUNCIL MEETING SCHEDULE:
Have the Clerk of Council to send a list of possible dates for Council
meetings to be held in the month of November due to the second Tuesday of the
month being a holiday. (Request of Mayor Tomlinson)

PERSONNEL REVIEW BOARD:
As it relates to the open positions on the Personnel Review Board that
were presented on the Clerk of Council?s Agenda, have the staff to provide
information on whether or not nominees for this board must have a background in
Human Resources. (Request of Councilor Thomas)
