MINUTES # 01-08
The Columbus, Georgia, Board of Tax Assessors met Monday, January 7, 2008 at
9:00AM with Chairman William Braxton, Assessors Lawton Grantham, Richard
Stallings, Assessor Ann Grantham and Pat Hunter present. Also present was Chief
Appraiser Betty Middleton.
Assessor Lawton Grantham advised the Board GA Code 48-5-298 states the election
of a chairman of the Board and the election of a secretary shall be the first
order of business at the first meeting of the Board for each year. Assessor ??
Lawton Grantham made the motion to nominate Assessor William B. Braxton be the
Chairman, motion seconded by Assessor Ann Grantham, carried unanimously.
Assessor Lawton Grantham made the motion to nominate Betty J. Middleton to be
the Secretary, seconded by Assessor Ann Grantham, carried unanimously.
Assessor Pat Hunter made the motion to approve Min#47-07; Assessor Ann
Grantham seconded the motion; motion carried unanimously.
Met with Mrs. Allen representing St. Peter United Methodist Church regarding a
request for non-taxability for property located at 6603 Moon Rd (Parcel ID 081
004 001). Mrs. Allen stated the house being used for church related activities
was demolished to make room for an addition to the church. She said the
activities held in the demolished building have been transferred to the house
located at 6603 Moon Rd. After discussion Assessor Lawton Grantham made the
motion to approve the application for non-taxability for 2008; Assessor Pat
Hunter seconded the motion; motion carried.
The Board and Chief Appraiser Betty Middleton discussed issues concerning the
work flow of the Office and ways to improve the work flow.
The Board conducted a conference call with Ms. Vicki Lambert, Director of
Georgia Department of Revenue Local Government Services answering questions
they had presented to her.
Chief Appraiser Betty Middleton discussed with the Board that when the Town of
Bibb City was dissolved, we thought that the real estate in their name would
revert to Columbus, GA. It came to our attention recently that when Bibb Co.
deeded to the Town of Bibb City, there was a reversionary clause that when the
property was no longer used for municipal purposes, it would revert to them.
Later the reversionary was quitclaimed to Brent Buck. There are 3 parcels,
which are used by Columbus, GA. The others are not being used and Mr. Buck is
renting one. Chief Appraiser Betty Middleton asked the Board how many years do
we go back for taxation. The Board agreed to go back 3 years.
