SUBJECT: Master Lease Agreement for Court Management System
INITIATED BY: Finance Department
Recommendation: Approval is requested to authorize and direct the execution of
certain lease and/or financing documents pertinent to a lease between
BciCapital, Inc. (?Lessor?) and Columbus, Georgia Consolidated Government
(?Lessee?) in relation to the Court Management System Upgrade.
Background: Per Resolution# 344-18, Council approved the upgrade of the City?s
outdated and obsolete Court Management System.
Analysis: A master lease agreement is required by the lessor BciCapital in
order to complete the financing process.
Financial Considerations: Execution of the master lease agreements allow the
City to finance the cost of the Court Management System Upgrade over a 5 year
period.
Projected Annual Fiscal Impact Statement: Annual debt service payments will be
made as scheduled.
Legal Considerations: Council must approve the execution of any lease
agreements.
Recommendations/Actions: Approval is requested to authorize and direct the

A RESOLUTION TO AUTHORIZE AND DIRECT THE EXECUTION AND DELIVERY OF
CERTAIN LEASE DOCUMENTS PERTINENT TO A LEASE BETWEEN BCICAPITAL, INC.
(?LESSOR?) AND COLUMBUS, GEORGIA CONSOLIDATED GOVERNMENT (?LESSEE?); TO PROVIDE
A STATEMENT BY LEGISLATIVE FINDINGS AND INTENT; TO PROVIDE AN EFFECTIVE DATE;
AND FOR OTHER PURPOSES.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
Section 1. The City finds that the leasing of certain property pursuant
to a Master Lease Purchase Agreement (the "Master Lease") with Lessor. is
essential to operation of the governmental functions of the Lessee. The
execution and delivery of such documents as may be necessary to effectuate
these purposes is authorized.
Section 2. The City Manager is hereby authorized and directed in the
name and on behalf of the City to execute and deliver a Master Lease Purchase
Agreement, a Lease Schedule, and an Escrow Agreement in substantially the form
presented to this meeting, with such changes and additions as shall be approved
by the officer who executes the same, and such other documents as shall be
deemed by such officer to be necessary or desirable to effect the purposes
hereof; and such execution shall constitute conclusive evidence that the
executed document has been authorized and approved. The aforesaid officer is
further authorized to do all things necessary or appropriate to effectuate the
purposes hereof
Section 3. This action shall be effective immediately.
