MINUTES # 42-10
The Columbus, Georgia, Board of Tax Assessors met Monday, November 29, 2010 at
9:00AM with
Chairman William Braxton, Assessor Lawton Grantham, Assessor Ann Grantham,
Assessor Pat Hunter and Assessor Derrick Shields present. Also present was
Chief Appraiser Betty J. Middleton.
Assessor Derrick Shields made the motion to approve Min#41-10, Assessor Lawton
Grantham seconded the motion. Motion carried unanimously.
The Board signed assessment corrections for real estate.
Met with Mr. Culpepper regarding his personal property account # 06420401. Mr.
Culpepper stated that he acquired a business license in 2002 and went out of
business at the end of December 2002. Mr. Culpepper said he paid 2003 taxes
when they showed up as a lien in the process of buying his house. The Board
requested Mr. Culpepper to close his business license (which he did and
furnished a copy to the Board); to get a letter from the landlord stating that
he vacated the suite before December 31, 2002 and fax it to the Tax Assessors?
office within the next two weeks.
Met with Mrs. Rovig regarding her personal property account # B1717501. Mrs.
Rovig stated the boat was totaled in an accident in January 2004 and then
stored in Florida for approximately six months until they could get a trailer
to bring it to Columbus. She also said she filed a personal property return for
2004 declaring zero. They tried to repair the boat, but in 2006 when they put
in the water it had slight leak and they used it only to pull the children
skiing. She said the boat was traded in 2009. The Board requested Mrs. Rovig
to furnish a copy of the trade-in paper work and the personal property tax
return filed in 2004 showing zero value within the next two weeks.
Ms. Alicia Williams had an appointment with the Board of Tax Assessors, but did
not appear. (Personal Property Account # 06723201 and 06723291).
Met with Ms. Parker-Barnes regarding her personal property AC # 06792701. Ms.
Parker-Barnes supplied the Board with a Bill of Sale for the assets dated
October 15, 2007 and where the business license had been closed. Assessor
Lawton Grantham made motion to reduce the 2008 fair market value to zero as
being erroneously assessed, Assessor Derrick Shields seconded the motion.
Motion carried.
Met with Commercial Division Manager Linda King, reviewed and approved the
following:

The Board requested Com Div Mgr Linda King to begin reviewing all tax-exempt
properties to ensure the exempt status is still applicable.
Met with Personal Property Division Mgr Oliver Juhan, reviewed and approved the
following:
Assessment Corrections: 3 (-)
Pers Prop Div Mgr Oliver Juhan discussed with the Board an up-coming meeting
scheduled for GFMCO.
Mr. Collins supplied the Board with part of the requested documentation.
Chief Appraiser Betty Middleton and the Board discussed the pending Resolution
to change the minimum number of acres for Bona Fide Conservation Use properties
from 10 acres to 25 acres and how it has no relation to Conservation
Easements.
