WHEREAS, the Housing Authority of Columbus, Georgia was successful in obtaining

a 2002 HOPE VI Revitalization Grant for Peabody Apartments;



WHEREAS, Integral Properties, LLC was selected as the Authority?s

developer/partner in the revitalization of Peabody Apartments;



WHEREAS, Integral Properties, LLC was successful in obtaining low-income

housing tax credits for Phase 1-Peabody Apartments, a 184-unit rental,

mixed-income residential community;



WHEREAS, Integral Properties, LLC is applying to the Georgia Department of

Community Affairs (DCA) for low-income housing tax credits to construct Phase

II-Peabody Apartments, a 183-unit rental, mixed-income residential community to

be located at 1100 27th Street;



WHEREAS, a summary of said application is attached hereto as Exhibit A;



WHEREAS, DCA has established certain regulations whereby low-income housing tax

credit application, to be competitive, must be formally endorsed by the

governing authority of the pertinent municipality or county;



WHEREAS, the Columbus Council wishes to endorse the aforementioned application

by Integral Properties, LLC



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:



We hereby endorse the application by Integral Properties, LLC, to the

Georgia Department of Community Affairs for low-income housing tax credits to

construct the proposed Phase II-Peabody Apartments.

Project Description





The Peabody Revitalization Program II



Applicant/Developer Integral Peabody II, LLC proposes to develop through new

construction of The Peabody Revitalization Program II. The project contains 183

units of stacked flats and townhouses, a senior building, a management/leasing

office and swimming pool. This multi-family development will be fully

landscaped and include asphalt parking areas and driveways with concrete

curbing, sidewalks, security lighting and security fencing. The outdoor

amenities will include a gazebo, trash compactors, a swimming pool, a barbeque

area, tot lots, a linear park and playground, a fitness center, and a resident

business center. The Peabody development is designed to attract market rate

renters. The new mixed-income community will not only incorporate new housing,

it will also include a park, new retail and street improvements.

/ St. Elmo and the newly revitalized downtown?s riverfront

redevelopment, regional performing arts center, and historic district.

Peabody Apartments are uniquely situated to produce the desired

multiplier effect of sustainability, removal of blight and the

emergence of this location as an affordable market-rate housing choice.
