CITY MANAGER'S AGENDA

I. ACCESS EASEMENT - 16 11TH STREET:



Approval is requested to grant an easement for use, access and construction to

Neighborworks Columbus, located at 18 11th Street, onto the property located at

16 11th Street, Columbus, Muscogee County, Georgia. The easement will be

granted to construct, replace, remove, maintain or modify the rear of their

building by installing a door exiting the south wall of the building and

constructing a deck on the southeast corner of their building. Neighborworks

Columbus will be solely responsible for all costs related to any construction

or maintenance activities it undertakes related to the easement at no cost to

the City.





II. STREET ACCEPTANCE - MOCKERNUT WAY LOCATED IN SECTION TWO, HICKORY GROVE:



Approval is requested for the acceptance of a deed to Mockernut Way located in

Section Two, Hickory Grove. The Engineering Department has inspected said

streets and recommends the acceptance. No city funds are involved until

maintenance is assumed after the two year warranty.





III. 2015-2016 VOCA - CRIME VICTIM ASSISTANCE GRANT:



Approval is requested to accept a Federal VOCA (Victims of Crimes Act) Grant in

the amount of $21,149 from the Georgia Criminal Justice Coordinating Council

and approve matching funding of $5,287 from the five percent crime victim

surcharge fund for the Solicitor General's Victim Assistance Program and amend

the Multi-Governmental Fund (216) to reflect these revenues and expenses.





IV. 2016 GEORGIA COUNTY INTERNSHIP PROGRAM ASSOCIATION OF COUNTY COMMISSIONERS

OF GEORGIA CIVIC AFFAIRS FOUNDATION:



Approval is requested to apply for and accept, if award, a grant from the

Association of County Commissioners of Georgia Civic Affairs Foundations for

funds up to $2,173 with a local match of up to $500 and amend the

Multi-Governmental Fund by the amount awarded. The grant funding will be

utilized to hire an intern to update and organize the City Real Estate Records,

and to create a property database and marketing plan for City surplus

properties.





V. USE OF SALARY SAVINGS - FIRE/EMS:



Approval is requested authorizing the use of salary savings in the FY16

Fire/EMS Department budget to provide for furnishings and equipment at Fire

State #9 in the amount of $48,743.93.

Scope of Bid

Provide employee service award pins to the Human Resources Department

on an ?as needed? basis. The contract period will be for two years with the

option to renew for three additional twelve-month periods.

1. Pine Grove Municipal Solid Waste Landfill; Pump Station #1 ? RFB No. 16-0028

A Mandatory Pre-Bid Conference/Site Visit is scheduled at 1:00 PM (Eastern) on

Tuesday, March 1, 2016. Vendors shall convene at Columbus Recycling and

Sustainability Center, which is located at 8001 Pine Grove Way, Columbus,

Georgia 31907; the Site Visit will commence immediately after the Pre-Bid

Conference. Vendors will be allowed a 10-minute grace period for the Pre-Bid

Conference. Any vendor who is not present in the aforementioned location,

within 10 minutes after the time slated for the beginning of the Mandatory

Pre-Bid Conference, shall not be allowed to participate any further in the bid

process.

Scope of Bid

Provide one (1) Low Floor ADA Minivan to be used by METRA Department of

Transportation staff to transport transit customers using fixed route or

paratransit service.

1. Landfill Gas Development Partner ? Landfill Gas to Beneficial Use Project ?

RFP No. 16-0010

Scope of RFP

Columbus Consolidated Government (the City) is soliciting proposals from

qualified firms to act as the City?s Landfill Gas Development Partner (LGDP).

The successful LGDP will develop a Landfill Gas to Beneficial Use (LFGE)

Project at the Pine Grove Municipal Solid Waste (MSW) Landfill and the closed

Schatulga Road MSW Landfill that provides financial and other benefits to the

City.

Scope of Bid

The Project consists of providing all labor, materials, tools, equipment,

services, and incidentals and performing all Work required to construct

complete in place and ready to operate: new duplex submersible lift station,

new submersible lift station, approximately 140 LF of 4-inch by 8-inch

dual-contained HDPE forcemain, approximately 1,240 LF of 2-inch HDPE forcemain,

220 LF of 8-inch HDPE gravity line, valves, controls, and associated

appurtenances, 250 SY of gravel pavement, removal and replacement of

approximately 25 SY of asphalt pavement, approximately 27 SY of reinforced

concrete pavement, concrete swale, chain-link fence and swing gate, bypass

pumping, selective demolition and repair of existing lift station and

utilities, and erosion and sedimentation control items.
