SUBJECT: Lease Agreement ? 685 Front Avenue ?Historic Columbus

Recommendation: Approval is requested to enter into a lease agreement with

Historic Columbus to lease the Chattahoochee Promenade house located at 685

Front Avenue for $1 per year for a period of twenty (20) years.



Background: The City owns the property located at 685 Front Avenue

(Chattahoochee Promenade House). The house was built in the late 1860s by

Benjamin F. Coleman and was located on the corner of 7th Street and Front

Avenue. With the cooperation of the City of Columbus and the Columbus Housing

Authority, and the generous donation by the Junior League, the house was moved

to its present site and renovated in 1976. The property was occupied by Keep

Columbus Beautiful from 1986 to 2014, and has been vacant since that time.

Historic Columbus is requesting to lease the building for twenty (20) years for

$1 per year. They would like to conduct substantial renovations to the building

and then sublease the building to a separate organization. The proceeds from

renting the house will help fund ongoing needs at Heritage Park and the

Promenade.



Analysis: The property has been vacant for approximately 4 years and is

currently in need of repairs. Historic Columbus will renovate at no cost to the

City, which will improve the aesthetics to the neighborhood and increase the

value of the structure. Historic Columbus will also be responsible for

maintenance, utilities, and insurance.



Financial Considerations: There will be no cost burden to the City. The

tenant will be responsible for all improvements, maintenance and utilities, and

will be required to maintain liability and property insurance.



Legal Considerations: Any lease agreement involving the City requires Council

approval.



Recommendations/Actions: Approval is requested to enter a lease agreement with

Historic Columbus to lease the building at 685 Front Avenue for $1 per year for

a period of twenty (20) years.













A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A LEASE AGREEMENT WITH

HISTORIC COLUMBUS TO LEASE THE BUILDING AT 685 FRONT AVENUE FOR $1 PER YEAR FOR

A PERIOD OF TWENTY (20) YEARS.



WHEREAS, the City owns the Promenade house located at 685 Front Avenue;

and,



WHEREAS, the building is currently vacant and Historic Columbus is

requesting to lease it; and,



WHEREAS, Historic Columbus plans to conduct substantial renovations at

no cost to the City; and,



WHEREAS, Historic Columbus will sublease the property to another

organization once the renovations are complete and use the rental proceeds to

help fund ongoing needs at Heritage Park and the Promenade; and,



WHEREAS, the City will charge the tenant $1 per year for a period of

twenty (20) years and the tenant will be responsible for all improvements,

maintenance costs, utilities and will be required to maintain liability and

property insurance.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to enter into a lease

agreement with Historic Columbus to lease the Promenade house located at 685

Front Avenue for $1 per year for a period of twenty (20) years.
