NEW RESTRICTIONS FOR SPECIAL ELECTION DATES
Last week we sent you an e-mail stating that the General Assembly had passed a
substitute to SB 194, which reduced the number of dates each year when
counties, cities and school boards can call special elections to present
referendum questions to voters.
It now appears that these restrictions were not passed in the final version of
the bill.
The House Committee on Governmental Affairs added the language restricting the
number of dates, but on the last day of the session the House Rules Committee
stripped these provisions from the bill before its approval by the House.
Until this week, the Secretary of the Senate?s office showed the bill as having
passed with the restrictions included. The ?as passed? list now published on
the State website shows that the language was removed.
The Atlanta Journal-Constitution opinions page published an editorial this
morning urging the General Assembly to enact restrictions next year. The
