MINUTES # 18-11
The Columbus, Georgia, Board of Tax Assessors met Monday, May 16 2011 at 9:00AM
with Chairman Lawton Grantham, Assessor Pat Hunter, Assessor Derrick Shields
and Assessor Scott Boyce present. Also present was Chief Appraiser Betty J.
Middleton. Assessor Ann Grantham was absent
Assessor Derrick Shields made a motion to approve Min#17-11. Assessor Scott
Boyce seconded the motion. Motion carried unanimously.
Assessor Pat Hunter made a motion to excuse Assessor Ann Grantham; Assessor
Derrick Shields seconded the motion. Motion carried.
The Board of Tax Assessors signed assessment corrections for real estate.
The Board of Tax Assessors also approved the conservation use values for PID
137 001 010P and 136 001 020 for 2011.
The Board met with Mr. Tate, Director, Information Technology and Mrs. Tate
concerning the Tax Assessors? website. Chairman Lawton Grantham expressed to
Mr. Tate what he and the other Board members would like to see on the website
regarding data characteristics. Also, Mrs. Floyd, Administration Manager,
shared some examples to make navigation easier for the citizens when searching
for information. There were instructions from SB346 that certain information
needs to be posted on the county website: staff will supply information to the
Information Technology Department. Mr. Tate assured the Board, IT would do
whatever they could, to make the requested information available on the
website.
Met with Mrs. Huling regarding the valuation of her property located at 5103
13th Ave (PID 033 018 011). Mrs. Huling stated her father lived in the house at
5101 13th Ave; he passed away in 2006. She said soon after his death the family
demolished the house and did not know that they needed a permit. She gave the
Board a copy of the rental receipt for the dumpster to show the house was
removed. After review of the aerial photograph showing that the house was gone,
Assessor Derrick Shields made a motion to remove the fair market of the house
for 2008 forward; Assessor Pat Hunter seconded the motion; motion carried.

Met with Commercial Division Manager Linda King, reviewed and approved the
following:
2011 Map Split: 1
Permits: 35
Com Div Mgr Linda King said with trying to get everything worked for the 2011
tax values, she was only able to do two parcels on the list to bring Commercial
current and she will bring them next week.
Met with Personal Property Division Manager Oliver Juhan, reviewed and approved
the following:
Assessment Corrections: 3(-)
Pers Prop Mgr Oliver Juhan submitted a list of accounts, which will be
receiving an Annual Tax Notice for the Board?s review and approval. The
Assessment Notices will be mailed May 23, 2011 with the deadline date to file
an appeal July 7, 2011. Pers Prop Mgr Oliver Juhan apprised the Board that his
appeals to the Board of Equalization scheduled for May 11th were either
postponed or settled with the taxpayer supplying needed information.
The Board revisited personal property accounts 06377501 and 06596301 and agreed
to uphold their previous decision of which the taxpayers have been notified.
The Board also reviewed the By-Laws and Articles of Incorporation for United
Cerebral Palsy of Georgia and the supplied information, which the Board had
requested. Assessor Pat Hunter made a motion to grant tax exemption for PIDs
084 042 018 and 190 028 010; Assessor Scott Boyce seconded the motion; motion
carried.
