SUBJECT: Williams Road Limited Access Break



INITIATED BY: Engineering







Recommendation: Approval is requested for the relocation of the existing break

in the Limited Access along the north right-of-way of Williams Road to a point

1332.81 feet west of the Veterans Parkway right-of-way marker for the proposed

public street for the Old Town Development.



Background: The Traffic Engineering Division received site plans from Old Town

Development, requesting a change to the break in Limited Access along Williams

Road. The Old Town Development, formerly known as the Koonce Development, is

being developed as a Planned Unit Development. The proposed break in limited

access will be located between Fortson Road and Veterans Parkway. The break is

necessary to provide access to the development for east bound traffic on

Williams Road. The Department of Engineering reviewed this request and

recommends its approval.



Analysis: A drawing is attached showing the proposed location. The City has

authorized changes in the Limited Access breaks along Williams Road in the

past. The last break approved was for the construction of Builders Way. The

entrance to the Old Town Development will align with Builders Way.



Financial Considerations: There are no costs to the City beyond administrative

cost for permitting and inspections.



Projected Annual Fiscal Impact Statement: There are no future fiscal impacts

beyond normal maintenance on a public street.



Legal Considerations: Council must approve the change to the Limited Access

along Williams Road.



Recommendations/ Actions: Authorize approval for the relocation of existing

break in the Limited Access along the north right-of-way of Williams Road to a

point 1332.81 feet west of the Veterans Parkway right-of-way marker for the

proposed public street for the Old Town Development.















A RESOLUTION

NO. _____

A RESOLUTION AUTHORIZING THE RELOCATION OF AN EXISTING BREAK IN THE LIMITED

ACCESS ALONG THE NORTH RIGHT-OF-WAY OF WILLIAMS ROAD FOR A PUBLIC STREET

CONNECTING THE OLD TOWN DEVELOPMENT TO WILLIAMS ROAD AT BUILDERS WAY.

WHEREAS, the Williams Road Improvement Project #M-8059(2) constructed Williams

Road from Fortson Road to Veterans Parkway; and,

WHEREAS, this project created a Limited Access right-of-way and provided for

only six (6) breaks in the Limited Access for driveways; and,

WHEREAS, the Old Town development plans to construct a public street 1332.84

feet from Veterans Parkway west right-of-way marker to the center line of a

proposed public street with 60' right-of-way as indicated on the attached

drawing; and,



WHEREAS, the approval of the relocation of the break in the Williams Road

Limited Access will include the replatting of said property showing a new break

in the Limited Access to accommodate the public street and will be located

about 1332.84 feet from the west right-of-way marker of Veterans Parkway to the

center line of proposed public street with 60' right-of-way as indicated on the

attached drawing being made part of this resolution by reference; and,



WHEREAS, the Department of Engineering reviewed this request and recommends

the approval and the replat.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

THAT THE RELOCATION OF AN EXISTING BREAK IN THE LIMITED ACCESS ALONG THE NORTH

RIGHT-OF-WAY OF WILLIAMS ROAD IS HEREBY AUTHORIZED FOR A PUBLIC STREET

CONNECTING THE OLD TOWN DEVELOPMENT TO WILLIAMS ROAD AT BUILDERS WAY BASED ON

THE DIMENSIONS DEFINED HERE WITHIN.
