SUBJECT: Oxbow Meadows, Memorandum of Understanding with Columbus Water
Works

Recommendation: Approval is requested to execute a Memorandum of Understanding
(?MOU?) with Columbus Water Works in an amount not to exceed $1 million in 1999
SPLOST funds for infrastructure improvements at the Oxbow Meadows Park
development.
Background: The 1999 SPLOST includes $10 million to fund development of the
Oxbow Meadows area to promote economic development and tourism. The Oxbow
Meadows Development is a public/private partnership representing a total
projected investment of $44.5 million ($10 million SPLOST and $34.5 million
private). The property acquisition phase of the project will soon be
completed. Previously, the City acquired the Orchard Grove Mobile Home Park,
and the purchase of the Wren property will be finalized upon completion of the
Phase II environmental study.
Analysis: The water and sewer improvements described in the Memorandum of
Understanding are necessary to support the current and future needs of the
proposed needs outlined in the Oxbow Meadows Master Plan to include but not
limited to the Infantry Museum, Marina, and other potential commercial
development. The $1 million contribution for infrastructure improvements is
consistent with the original description and scope of the Oxbow Meadows project
included in the 1999 SPLOST.
The project provides for extending an existing 12? water main 4,800 feet to
provide the flow rate and residual pressure needed for basic water supply needs
and fire protection. The proposed work also includes the installation of a
gravity trunk sewer line to provide sewer service capable of meeting and
exceeding the proposed needs of the planned development.
Financial Consideration: The total cost of the Oxbow Meadows infrastructure
improvement project is $4,327,366. Of this amount, the City?s contribution
will be limited to the requested amount of $1,000,000. Funds will be dispersed
on a reimbursement basis consistent with the MOU.
