COUNCIL BRIEFING
Meeting
November 29, 2005
Members Present: Mayor Pro Tem John J. Rodgers and Councilors R. Gary Allen,
Wayne Anthony, Glenn Davis, Julius Hunter, Jr., Charles E. McDaniel, Jr.,
Evelyn Turner Pugh, Nathan Suber and Evelyn Woodson. Also present were Mayor
Robert S. Poydasheff, City Manager Isaiah Hugley, Assistant City Attorney Jamie
DeLoach, Deputy City Manager Lisa Goodwin, Finance Director Angela Cole, Human
Resources Director Tom Barron, Clerk of Council Tiny B. Washington and Deputy
Clerk of Council Sandra Davis.
Members Absent: Councilor Berry Henderson was absent.

This meeting was called to order at 8:37 a.m., in the Council Chambers
Conference Room, Plaza Level of the Government Center.

Council Agenda:
City Manager Hugley highlighted some of the items that are listed on the
Council?s Agenda. He then recapped the review by Council in 2002 to reduce the
residential setback of the wireless communication tower from 300 feet to 160
feet, which was inconclusive; then, the applicant withdrew the case. He
maintained that under the UDO, a tower could still be approved
administratively. He said that he would bring back some legislation that still
structures and wireless towers be brought to Council and not administratively.
He explained a cell tower cannot be within 300 feet of a residential
development, but in the UDO a concealed structure could be.
In response to comments from the members of Council, City Manager Hugley
advised that we have said that there are going to be matters within the UDO
that we would have to bring back amendments to. He said that we would review
the UDO and see if there are things in there that we need to bring back to the
Council and we would do that in a work session. He said that he would pull
this item from the Agenda today.
City Manager Hugley said that he has a chronology or history of this particular
piece of property at 1720 Warm Springs Road. He said that he would handle this
one administratively; then, we will come back with the UDO amendments.

City Manager Hugley called attention to another item on his agenda. He said
the credentialing and security access system. He explained that it is an RFP
with Card Control Systems, Inc. He maintained that we are negotiating the
price; therefore, it would not be listed today. He explained that we are
enhancing our existing system. He then called on Finance Director Angela Cole
to further expound on the system.
Mayor Pro Tem Rodgers expressed some concerns with there being only one
respondent and mentioned a potential bidder for the system who did not receive
notification. City Manager Hugley said that he has no problem with rebidding
it. Finance Director Cole reminded everyone that the City no longer sends out
notification, bidding information is provided on the internet.
In conclusion, City Manager Hugley recommended that we move forward with this
particular vendor.

City Manager Hugley said that we are requesting to purchase property off of
South Lumpkin Road and is referred to as the Rinn Property for $1 million. He
advised that it is 14.32 acres and has four parcels; it was appraised at
$692,000. He said that we are requesting approval to purchase it using Oxbow
SPLOST.

Budget Adjustments:
City Manager Hugley pointed out the ordinance for budget adjustments is listed
on second reading today.

There being no further business to discuss and with the dialogue being
concluded, this meeting adjourned at 8:59 a.m.
