SUBJECT: Georgia Department of Natural Resources - Georgia Recreational

Trails Grant



INITIATED BY: Planning







Recommendation: Approval is requested to submit an application and if approved

accept grant funds from the Department of Natural Resources for the Columbus

Handicapped Trail Improvement located at Cooper Creek Park.



Background: Cooper Creek Park Handicapped Trail is a small walking trail

within Cooper Creek Park. It is also a major link to the trail from downtown

Columbus to the middle, or most active part within our jurisdiction. The funds

requested will be used for trail improvements including asphalt; paving,

signage, and a guide fence so that the visually impaired may also enjoy the

outdoor trail.



Analysis: This project is part of the municipal park that is linked to the

Fall Line Trace Trail. The Fall Line Trace Trail, which bisects Columbus,

connects pedestrians and bicyclists between the Riverwalk Trail in downtown

Columbus and the Cooper Creek and Flat Rock municipal parks.



Financial Considerations: The Recreational Trails Program is an 80/20 matching

reimbursement grant. The Recreational Trails Program Grant will reimburse 80%

of the project cost and the grant recipient must provide the other 20% of the

project costs. The application is requesting $100,000, with a required match

of $20,000 for a total of $120,000. Funds for this match are available from

the General Fund - Nondepartment Transfer to the Multi-Governmental Fund.

Legal Considerations: The City must adhere to the regulations as established

under this grant program.



Recommendations/ Actions: Approval for the City Manager to submit an

application and if approved accept grant funds from the Department of Natural

Resources for the Columbus Handicapped Trail Improvement.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION AND IF

APPROVED ACCEPT FUNDS FROM THE GEORGIA RECREATIONAL TRAILS PROGRAM FROM THE

GEORGIA DEPARTMENT OF NATURAL RESOURCES AND AMEND THE MULTI-GOVERNMENTAL FUND

BY THE GRANT AWARDED.

WHEREAS, the Georgia Department of Natural Resources is seeking applications

for its grant program entitled Georgia Recreational Trails program; and,

WHEREAS, the Georgia Recreational Trails program is designed to assist

communities to maintain recreational trails-related facilities identified in,

or that further a specific goal of, the Statewide Comprehensive Outdoor

Recreation Plan (SCORP); and,



WHEREAS, the competitive grant funds would be used to promote and

benefit the handicap Trail at Cooper Creek Park.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to submit an application to the

Georgia Department of Natural Resources for the Recreational Trails Program and

if approved accept $100,000 from the in grant funds with a required match of

$20,000 to be funded from the General Fund - Nondepartment Transfer and amend

the Multi-Governmental Fund by the amount of the grant.
