MINUTES # 02-07
The Columbus, Georgia, Board of Tax Assessors met Wednesday, January 10, 2007,
at 2:00PM with Chairman William Braxton, Assessors Lawton E. Grantham Jr.,
Richard Stallings, Ann Grantham, and Pat Hunter present. Also present was Chief
Appraiser Betty J. Middleton.
Assessor Pat Hunter made a motion to approve Minutes # 01-07, Assessor Ann
Grantham seconded the motion, motion carried unanimously
The Board approved 18 Veteran applications on January 3, 2007 (Min#01-07) for
2007.
The Board also approved 23 Veteran applications for 2007 today.
The Board signed a release for the conservation use application for parcel 139
003 003a.
The Board also approved the revised letter for Community Reinvestment.
Met with Mr. Andrews and Mr. Sweet representing Metropolitan Baptist Church,
Inc. requesting non-taxability for parcels ID 017 011 007, 010 and 002. Mr.
Andrews and Mr. Sweet stated that the lots are used for church parking and that
they are in the process of trying to get them paved. Assessor Ann Grantham
made a motion to grant tax exempt status for 2007; Assessor Lawton Grantham
seconded the motion; motion carried.
Met with Pastor Gilyard and Mr. Johnson representing Christian Fellowship
Church requesting non-taxability for parcel ID 064 017 007. Pastor Gilyard
said the church is using the property for storage. Assessor Pat Hunter made a
motion to grant tax exempt status for 2007; Assessor Richard Stallings seconded
the motion; motion carried.
Met with Mr. and Mrs. Cureton regarding the Board of Equalization?s decision on
his personal property (account # 06614901) located in his business. He stated
that the Board of Equalization made an adjustment in December 2006 for a 2005
appeal and in his opinion the same adjustment should be made to his 2006
valuation since he has the same assets, which the Board of Equalization
adjusted for 2005. Assessor Richard Stallings made a motion to remove the same
items that the Board of Equalization removed as being erroneously assessed for
2006; Assessor Pat Hunter seconded the motion; motion carried.
Met with Residential Division Chief Bob O?Brien, reviewed and approved the
following:

Res Div Chief Bob O?Brien requested the Board of Tax Assessors to appeal four
Board of Equalization cases to Superior Court, for which the Board of
Equalization reduced the Tax Assessors? values considerably. The first case is
for PID 102 001 067 & 067H in which the BOE reduced the value 8.6%. Assessor
Lawton Grantham made a motion to appeal to Superior Court and give Council
notice of the Board?s intent in accordance with GA Code 48-5-311(g)(l);
Assessor Ann Grantham seconded the motion, motion carried. The second case is
for PID 110 004 015 and the third case is for 145 001 023, which were reduced
by more than 15%; Assessor Lawton Grantham made a motion to appeal to Superior
Court; Assessor Ann Grantham seconded the motion; motion carried. The fourth
case is for PID 171 011 010, which was also reduced by more than 15%; Assessor
Lawton Grantham made the motion to appeal to Superior Court; Assessor Richard
Stallings seconded the motion; motion carried.
Met with Personal Property Division Chief Oliver Juhan, reviewed and approved
the following:

Per Prop Div Chief Oliver Juhan apprised the Board that there is a mediation
scheduled with our Attorney and the Attorney for Account # 01286401, P0618301 &
X0200501 on January 18, 2007 at 10:00AM regarding an appeal to court. He
suggested that one or more Assessors be present.
