SUBJECT: Buena Vista Road (Spiderweb) TSPLOST Project
INITIATED BY: Planning Department
Recommendation: Approval is requested to proceed with executing the
pre-construction requirements for the Buena Vista Road Transportation Special
Local Option Sales Tax (TSPLOST) Project to include right of way acquisition,
permanent and temporary construction easements, utility relocation,
environmental mitigation and other necessary agreements to prepare projects for
construction.
Background: The Buena Vista Road project was approved as a TSPLOST project
under the 2012 Transportation Special Local Option Sales Tax (TSPLOST) August
26, 2014, Council authorized the agreement between the city and the Georgia
Department of Transportation (GDOT) for improvement of the section of Buena
Vista Road known as the ?Spiderweb?. On December 2, 2014, Council authorized
Resolution #372-14 to enter into an agreement with Wolverton and Associates for
preliminary engineering.
Analysis: The completion of the pre-construction activities for this project is
required prior to the project being authorized for competitive bids.
Financial Considerations: Funding for said projects will be funded with the
TSPLOST.
Legal Considerations: The City Attorney approves this resolution.
Recommendations/Actions: Approval is requested to proceed with executing and
funding the pre-construction requirements for the Buena Vista Road TSPLOST
Project to include right of way acquisition, permanent and temporary
construction easements, utility relocation, environmental mitigation and other
necessary agreements to prepare projects for construction.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO PROCEED WITH EXECUTING THE
PRE-CONSTRUCTION REQUIREMENTS FOR BUENA VISTA ROAD (SPIDERWEB) TRANSPORTATION
SPECIAL LOCAL OPTION SALES TAX (TSPLOST) PROJECT TO INCLUDE RIGHT OF WAY
ACQUISITION, PERMANENT AND TEMPORARY CONSTRUCTION EASEMENTS, UTILITY
RELOCATION, ENVIRONMENTAL MITIGATION AND OTHER NECESSARY AGREEMENTS TO PREPARE
THE PROJECTS FOR CONSTRUCTION.
WHEREAS, the completion of pre-construction activities for the Buena Vista Road
(Spiderweb) project is required prior to the project being authorized for
competitive bid; and,
WHEREAS, these activities include but not limited to right of way acquisition,
permanent and temporary construction easements, utility relocation, and
environmental mitigation; and,
WHEREAS, funding for pre-construction and construction services for the above
projects is available through the TSPLOST.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
The City Manager is hereby authorized to proceed with executing the
pre-construction requirements for the Buena Vista Road (Spiderweb) TSPLOST
project to include right of way acquisition, permanent and temporary
construction easements, utility relocation, environmental mitigation and other
necessary agreements to prepare the projects for construction.
