SUBJECT: Lease of Property - 921 Lawyers Lane

Recommendation: Approval is requested to lease property owned by the
City at 921 Lawyers Lane to Chattahoochee Valley Jail Ministry, Inc.
Background: The property was acquired by the City in July 2011 by a
transfer of the property from the Sheriff. The property was acquired by the
Sheriff due to a bond forfeiture secured by the property. The property is a 6
unit apartment building. Three (3) units are currently occupied. The
Sheriff's Office is currently working with the tenants to relocate them to more
suitable housing. A local nonprofit, Chattahoochee Valley Jail Ministry, Inc.,
has requested to lease the property to provide housing for disadvantaged women
and women with children which is a critical need in this community. Letters
notifying adjacent property owners were mailed informing the owners of the
proposed use of the property by the City. Approximately 30 letters were
mailed. The City received only one (1) objection from the owners notified.
Analysis: A resolution is need authorizing the City Manager to sign a lease
agreement with Chattahoochee Valley Jail Ministry. The lease amount will be
for $1 per year for five years with an option to renew for an additional 5
years.
Financial Considerations: The lease will be made with the Chattahoochee Valley
Jail Ministry to provide housing for disadvantaged women. The lease amount
will be $1 per year for five years with the option to renew.
Projected Annual Fiscal Impact Statement: There will be no annual fiscal impact
from this agreement. The Lessee will be responsible for the ongoing
maintenance of both the interior and exterior of the property.
Legal Considerations: Council must approve the adoption of the lease agreement.

A RESOLUTION

A RESOLUTION AUTHORIZING THE SIGNING OF A LEASE AGREEMENT BETWEEN THE CITY OF
COLUMBUS AND CHATTAHOOCHEE VALLEY JAIL MINISTRY FOR HOUSING FOR DISADVANTAGED
WOMEN AND WOMEN WITH CHILDREN.
WHEREAS, the Columbus Consolidated Government of Columbus, Georgia wishes to
support efforts in this community to provide assistance to disadvantaged women
and women with children; and,
WHEREAS, the Chattahoochee Valley Jail Ministry, a local nonprofit
organization, is desiring to provide housing to disadvantaged women and women
with children to assist them in finding shelter; and,
WHEREAS, the City of Columbus is the owner of a housing complex that is
suitable to lease to Chattahoochee Valley Jail Ministry to assist them in their
efforts to accomplish this objective and is the best use for this property.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to enter into a Lease Agreement with
the Chattahoochee Valley Jail Ministry, Inc. to lease the property located at
921 Lawyers Lane for a $1 a year, for 5 years with an option to renew for an
additional 5 years.
