SUBJECT: GDOT/NS Railroad Agreement
INITIATED BY: Donna W. Newman, Director of Engineering
Recommendation: Approval is requested to enter into Memorandum of
Understanding with Georgia Department of Transportation (GDOT) for Railroad
Crossing Warning Devices Upgrades at Crossing Number 718983U located on 3rd
Avenue.
Background: The City was approached by GDOT to participate in partnership with
GDOT and Norfolk Southern Corp. to upgrade the warning devices at the above
referenced crossing on 3rd Avenue between 16th Street and 17th Street.
Analysis: There have been many request to provide additional warning devices
for this crossing due to its isolated location and the limited traffic in the
area.
Financial Considerations: GDOT is asking for the City to pay for removal of
existing driveways that are too close to the crossing and will be in conflict
with the warning devices. New curbing will be required along with
stabilization of disturbed areas. This work will be done under existing
contracts and is expected to cost less than $10,000.
Projected Annual Fiscal Impact Statement: City will maintain the area in
accordance with current standards.
Legal Considerations: All formal agreements require Council approval.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO MEMORANDUM OF
UNDERSTANDING WITH GEORGIA DEPARTMENT OF TRANSPORTATION FOR RAILROAD CROSSING
WARNING DEVICES UPGRADES AT CROSSING ON 3RD AVENUE BETWEEN 16TH STREET AND 17TH
STREET.
WHEREAS, the Georgia Department of Transportation (GDOT) and Norfolk Southern
Copr. have partnered to upgrade the crossing on 3rd Avenue with new warning
devices to improve safety of the crossing; and,
WHEREAS, GDOT has requested the city participate in the project with some minor
construction needs; and,
WHEREAS, GDOT and the City agree that it is in mutual interest to participate
in the project; and,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a Memorandum of
Understanding with the Georgia Department of Transportation for railroad
crossing warning devices upgrades on the railroad crossing on 3rd Avenue
between 16th Street and 17th Street,
