SUBJECT: Request to GDOT-Spur 22 Resurfacing Resolution



INITIATED BY: City Manager?s Office





Recommendation: Approval is requested to adopt a resolution which recommends

to the Georgia Department of Transportation (GDOT) a different striping

configuration on 13th Street from 5th Avenue to 13th Avenue as part of the

resurfacing project of Spur 22.



Background: Spur 22 is a state route and maintained by the GDOT. As part of

the maintenance program for GDOT, Spur 22 will be resurfaced from I-185 to

Veterans Parkway. A section of Spur 22 on 13th Street from 5th Avenue to 13th

Avenue is a major connector between Uptown and Midtown. The current

configuration of 13th Street from 5th Avenue to 10th Avenue is 7 lanes (6

travel lanes and one center turn lane) and from 10th Avenue to 13th Avenue is 5

lanes (4 travel lanes and 1 center turn lane). The current volume of this

section is 20,000 +/- cars per day. The current traffic demand averaged less

than 700 vehicles per hour and the capacity of one lane is 900-1,000 vehicles

per hour. The properties along 13th Street from 10th Avenue to 13th Avenue are

vacant and underutilized with a 61% rate. The addition of parking and slower

traffic will aid in the revitalization of the underutilized section of 13th

Street.



Analysis: In May 2017, GDOT and the city performed a test to determine the

impact of reducing the lanes on the section of 13th Street in partnership with

Midtown Inc. This test was performed at no cost to the city. The results of

the test indicated minimal travel time impact.



Financial Considerations: No cost to the city. This resolution does not

guarantee any future commitment of the city for additional streetscaping.



Legal Considerations: Council?s concurrence to the striping configuration is

requested by GDOT.



Recommendation: Approval is requested to adopt a resolution which recommends

to the Georgia Department of Transportation (GDOT) a different striping

resurfacing project of Spur 22.

A RESOLUTION TO RECOMMEND TO GEORGIA DEPARTMENT OF TRANSPORTATION (GDOT) A

DIFFERENT STRIPING CONFIGURATION ON 13TH STREET FROM 5TH AVENUE TO 13TH AVENUE.



WHEREAS, Spur 22 is a state route and maintained by GDOT; and,



WHEREAS, GDOT will be resurfacing Spur 22 which includes the section of 13th

Street from 13th Avenue to 5th Avenue; and,



WHEREAS, this section of Spur 22 is a major connector between two vibrant

sections of Columbus, Uptown and Midtown; and,



WHEREAS, the City desires to change the striping configuration on this section

of Spur 22 to provide for a safer and more comfortable pedestrian connection

and crossing, and to allow for the economic revitalization of this

underutilized commercial section of 13th Street.



NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:



That the City Manager is hereby authorized to notify GDOT of the city?s

concurrence to stripe 13th Street from 5th Avenue to 10th Avenue to 4 lanes

with a center turn lane and from 10the Avenue to 13th Avenue to 2 lanes with a

center turn lanes and parking on both sides (as attached).
