Minutes for the Meeting of the
Public Safety Advisory Commission
January 5, 2006
Present members of Advisory Commission: Charles Kurtz, Robert Loving, Harold
Bryant, Cheryl Gallatin, Greg Camp, Archie Rainey (Chairman)
Absent members: Robert Turner, C. A. Hardmon, James Wilson, Allen McMullen,

Meeting began at 4:05 p.m.
CHAIRMAN ARCHIE RAINEY CALLS THE MEETING TO ORDER:
Archie Rainey calls the meeting to order. Roll is taken.
REVIEW OF THE PREVIOUS MEETING?S MINUTES:
The commission members took a few moments to review the minutes of the previous
meeting. There was a motion and a second to approve minutes and they were then
approved.
NEW BUSINESS
Chairman Rainey reads a reply from the City Attorney?s Office that was sent to
him in a letter. This letter is in reply to a letter that C. A. Hardmon sent.
Mr. Hardmon asked in his letter what are the powers of the Public Safety
Advisory Commission: Mr. Hardmon asked the City Attorney three questions:
The subpoena power of the PSAC.
How to get information on the Kenny Walker case.
Investigation Powers, on a particular discretion issue.
The City Attorney replied to each of these questions.
The PSAC has no subpoena power. It cannot be done. It would be illegal.
In the letter from the City Attorney, it defines how you go about getting the
information from the Kenny Walker case.
Investigation powers would be outside the powers of the PSAC to investigate a
particular incident.
NEW BUSINESS
The election of new officers in the Public Safety Advisory Commission, the
commission members decided to wait until the next meeting on February 2, 2006
to elect new officers. A motion is made, Greg Camp seconds the motion.
Group discussion regarding the commission?s purpose, goals for the new year.
Mr. Loving discussed some of the complaints he heard about the visitation
procedures at the County Jail.
Chairman Rainey gives a brief discussion on how the Sheriff Department is
changing the way the visitations will be conducted in the future. The Sheriff
Department is putting in T. V. monitors and telephones to replace the physical
contact between the visitors and the inmates. The visitors will talk on the
phone and be able to see the inmate they are visiting on a monitor. They will
have rooms set up with this equipment.
Group discussion on different issues within the city that the public is
concerned about; such as, traffic problems, people sitting in the jail for more
than a year.
Chairman Rainey will ask Fire Chief Jeff Meyers and Sheriff Ralph Johnson or
his representative to attend the next meeting on February 2, 2006.
The commission members requested that an email be sent to all Public Safety
Advisory Commission members reminding them that an election of new officers
will be conducted at the next meeting.
Chairman Rainey asks if anyone has any closing remarks.
A motion is made to adjourn the meeting at 4:45 p.m., a second is made and the
meeting is adjourned.
