SUBJECT: Memorandum of Understanding - Recycling Services
INITIATED BY: David Arrington, Deputy City Manager
Recommendation: Approval is requested to execute a Memorandum of Understanding
with Fort Benning to affirm the commitment of both parties to consolidate
recycling services upon the completion of the City's Recycling/Sustainability
Center.
Background: The City and Fort Benning currently operate separate recycling
processing centers to process household recycling and other materials. The
City provides curbside pickup for recycling, collecting approximately 3,000
tons/year of material. Fort Benning utilizes drop off sites for recycling and
generates approximately 1,000 tons/year. The City assumed the responsibility of
processing of recycling materials in June 2009 when the firm under contract
elected not to continue providing the services. Public Services currently
processes all recycling material collected by City crews at a temporary
processing center located on 25th Avenue. Fort Benning also processes their
recycling material at a temporary location on post after being displaced due to
changes associated with BRAC developments. The City has engaged the
Architectural firm of Neal, Kendust & Murray to design a new Recycling Center
to be located in the Muscogee Technology Park immediately north of the Pine
Grove Landfill. The facility will also be utilized as a Sustainability
Learning Center to educate the community on sustainability issues.
Analysis: In planning for the impact of BRAC, the City and Fort Benning have
actively pursued opportunities to partner on projects which would be mutually
beneficial. The fact both parties are processing recycling materials from
temporary locations and are in need of a permanent facility for recycling
provides a great opportunity for the City and Fort Benning to partner on this
project. The additional materials provided by Fort Benning will provide some
economies of scale for the City's operation and the additional revenue from
processing fees and sale of materials will supplement current revenues to
support the facility.
Financial Considerations: The Memorandum of Understanding only affirms the
commitment of the City and Fort Benning to work together on consolidating
recycling services upon the completion of the City's Recycling/Sustainability
Center. The City will assess a processing fee per ton for all materials
received from Fort Benning. The processing fee and acceptance of any special
materials will be negotiated by both parties and included in a contract for
services to be approved by Council at a later date.
Legal Considerations: Council approval is needed for this action.
Recommendations/ Actions: Authorize the City Manager to execute a Memorandum
of Understanding with Fort Benning to affirm the commitment of both parties to
consolidate recycling services upon the completion of the City's
Recycling/Sustainability Center.

A RESOLUTION AUTHORIZING TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH FORT
BENNING TO AFFIRM THE COMMITMENT OF BOTH PARTIES TO CONSOLIDATE RECYCLING
SERVICES UPON THE COMPLETION OF THE CITY'S RECYCLING/SUSTAINABILITY CENTER.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That City Manager is hereby authorized to enter into a Memorandum of
Understanding with Fort Benning to affirm the commitment of both parties to
consolidate recycling services upon the completion of the City's
Recycling/Sustainability Center.
