SUBJECT: Contract with Columbus Family Connection for services of

Michael W. Johnson as Executive Director



INITIATED BY: Finance Department







Recommendation: Approval is requested to enter into a contract with the

Columbus Family Connection Board to pay Michael W. Johnson as an independent

contractor for performing services as Executive Director of Columbus Family

Connection, to be paid out of the City's Family Connection grant for FY11.



Background: Junie Christian has resigned as Executive Director of the Columbus

Family Connection, effective June 30, 2010. The Board of Columbus Family

Connection has chosen to contract with Michael W. Johnson as an independent

contractor instead of hiring him as an employee.



Analysis: The contract is for one year, beginning July 1, 2010 and ending June

30, 2011. Mr. Johnson will be paid $30,000 for the year, consisting of

semi-monthly payments of $1,250 each. Funding for this contract is from the

state Family Connection grant, administered by the Georgia Department of Human

Services.



Financial Considerations: The City, as Fiscal Agent for Columbus Family

Connection, will pay Mr. Johnson semi-monthly payments of $1,250 each, not to

exceed $30,000 per the contract, when instructed by the Columbus Family

Connection Board.



Legal Considerations: The City, Columbus Family Connection, and Mr. Johnson

will be obligated by the terms of the contract.



Recommendations/ Actions: Authorize the city to enter into a contractual

agreement with Columbus Family Connection for the payment to Michael W. Johnson

for services performed as Executive Director of Columbus Family Connection.

A RESOLUTION AUTHORIZING THE COLUMBUS CONSOLIDATED GOVERNMENT, AS FISCAL AGENT

FOR COLUMBUS FAMILY CONNECTION, TO ENTER INTO A CONTRACT WITH THE COLUMBUS

FAMILY CONNECTION BOARD TO PAY MICHAEL W. JOHNSON AS AN INDEPENDENT CONTRACTOR

FOR PERFORMING SERVICES AS EXECUTIVE DIRECTOR OF COLUMBUS FAMILY CONNECTION,

FOR A TOTAL AMOUNT NOT TO EXCEED $30,000 AND RUNNING FROM JULY 1, 2010 THROUGH

JUNE 30, 2011, AND PAID WITH FUNDS FROM THE CITY'S FAMILY CONNECTION GRANT.

WHEREAS, Junie Christian has resigned as Executive Director of the Columbus

Family Connection; and,

WHEREAS, the Columbus Family Connection Board has chosen Michael W. Johnson to

replace Junie as Executive Director, but to enter into an agreement with him as

independent contractor instead of hiring him as an employee. Per the terms of

the contract, he will be paid semi-monthly payments of $1,250 each for a total

not to exceed $30,000, for the year ending June 30, 2011. This is an

authorized and budgeted expenditure per the state of Georgia Family Connection

grant awarded to the City for FY11.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That Columbus Consolidated Government, as fiscal agent for Columbus

Family Connection be authorized to enter into a contract with Columbus Family

Connection in the amount of $30,000, paid from state Family Connection grant

funds, for payment to Michael W. Johnson for services as Executive Director of

Columbus Family Connection.
