SUBJECT: City Overhead and Underground Right of Way Easement
Agreement with Flint Membership Corporation (Flint EMC)
INITIATED BY: Felton Grant, Right of Way Acquisition Coordinator
Recommendation: Approval is requested to execute a City Overhead and
Underground Right of Way Easement between the Flint EMC and the City of
Columbus, Georgia for Flint EMC to hook up services to the Building at the
Department of Motor Vehicles (DMV) that has put in another facility for Birth
Certificates required by DMV, located on Beaver Run.
Background: Flint EMC is asking for an Overhead and Underground Right of
Way Easement to make the power connection to the new facility that is next to
the DMV building.
Analysis: The City of Columbus, Georgia owns the property that the building
sits on, therefore, the City needs to execute the Easement Agreement.
Financial Considerations: There is no expense for this action.
Projected Annual Fiscal Impact Statement: NA
Legal Considerations: This action requires Council's approval by resolution
Recommendations/ Actions: Approve the resolution authorizing the Overhead and
Underground Right of Way Agreement and subsequent agreements necessary to
implement this Project.

A RESOLUTION AUTHORIZING TO ENTER INTO AN OVERHEAD AND UNDERGROUND RIGHT OF WAY
EASEMENT AGREEMENT WITH FLINT ELECTRIC MEMBERS CORPORATION (FLINT EMC) WORK
ORDER # 164139 FOR THE PURPOSE OF HOOKING ELECTRICAL SERVICE TO THE NEW
BUILDING AT THE DEPARTMENT OF MOTOR VEHICLES (DMV) LOCATION.
WHEREAS, upon the execution to the Overhead and Underground Right of Way
Easement Agreement, Flint EMC will be able to hook up service to the above
referenced location; and,
WHEREAS, this building will assist the DMV in the Birth Certificates required.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to execute a City Overhead and
Underground Right of Way Easement Agreement and subsequent agreements necessary
to implement the project with Flint EMC Work Order # 164139, Muscogee County.
