II. 2011 LEGISLATIVE AGENDA:



Authorization is requested for approval of eleven (11) resolutions on issues

included on the city of Columbus? Legislative Agenda for the 2011 Session of

the Georgia General Assembly as discussed by the Mayor and Council. An agenda

III. SPECIAL ENCROACHMENT PERMIT FOR I-185 AND J.R. ALLEN PARKWAY:



Authorization is requested to execute a Special Encroachment Permit and Mowing

& Maintenance Agreement with the Georgia Department of Transportation for the

I-185 and J.R. Allen Parkway corridors for removal of dead trees, plants, and

to supplement plantings to properly maintain the Gateway Improvements and

complete planned tree lined corridors. An agenda report and resolution are

IV. BRIGHT FROM THE START GRANT:



Authorization is requested to submit an application and if approved accept

$140,000, or the amount awarded, from the Georgia Department of Early

Child-care and Learning Bright From the Start to continue the Child and Adult

V. PINE MEADOW ESTATES - ENTERPRISE ZONE EMPLOYMENT ACT:



Authorization is requested for Tracy L. Sayers Investments, LLC/Pine Meadow

Enterprise Zone Employment Act of the state of Georgia. An agenda report and

Signs in Public Right-of-ways to allow an existing bank advertising sign on

South Lumpkin Road right-of-way to remain in place with the new Wells Fargo

Bank's name at 3436 Victory Drive for a period of time not to exceed nine (9)

months while a new bank advertising sign is constructed on bank property. An

Scope of RFB

Provide two (2) ? ton crew cab, 4x4 pickup trucks to be used by the

Rainwater Division of the Public Services Department. The units will be used by

supervisors responsible for the oversight of work crews on major City projects,

as well as, other daily operational duties. These units are replacement units.

Scope of RFB

Provide assorted Don Hume leather items on an ?as needed basis? to the

Columbus Consolidated Government. The contract period will be for two years

with the option to renew for three additional twelve-month periods.

Scope of RFP

The Columbus Consolidated Government (the City) is seeking proposals

from a qualified vendor to provide and install aboveground Motor Truck Scales

for Pine Grove MSW Landfill, Granite Bluff Inert Landfill and Oxbow Meadows

Landfill.

1. Metra Bus Shop Roof Replacement ? RFB No. 11-0024

A Mandatory Pre-Bid Conference/Site Visit is scheduled at 11:00 AM (Eastern) on

Wednesday, November 3, 2010. Vendors shall convene in the Conference Room of

the Metra Administration Building, which is located at 814 Linwood Boulevard

Columbus, GA. Vendors will be allowed a 10-minute grace period. Any vendor

who is not present in the exact location of the conference within 10 minutes

after the time slated for the beginning of the mandatory pre-bid

conference/site visit shall not be allowed to participate any further in the

bid process.



November 5, 2010

1. Professional Services for Remediation & Disposal of Environmental Hazardous

Scope of RFP

Provide professional consulting an construction services on an ?as

needed basis?, for the remediation and disposal of environmental hazardous

Scope of RFB

Provide inmate clothing, mattresses, mattress covers, linen,

toiletries, and dinnerware to the Consolidated Government of Columbus, Georgia

(the City) on an ?as needed? basis. Inmates at Muscogee County Prison and

Muscogee County Jail will use the items. The contract period will be for two

years with the option to renew for three additional twelve-month periods.

Scope of Bid

Provide xerographic bond plotter paper and ink cartridges to be

purchased on an ?as needed basis?. The contract term will be for one year with

1. Juvenile Drug Court Treatment Providers (Annual Contract) ? RFP No.

11-0011

Scope of RFP

The Columbus Consolidated Government, Juvenile Drug Court, is seeking proposals

from qualified providers to partner with to provide treatment to Drug Court

participants in the following areas: Anger Management, Crisis Intervention,

Individual and Family Counseling, Psychological Evaluator and In Home

Counselor. The term of the contract will be for one (1) year with the option

to renew for four (4) additional twelve-month periods.





2. Psychological Testing Services (Annual Contract) ? RFP No. 11-0010

Scope of RFP

Request proposals from qualified individuals or firms to perform, at minimum,

pre-employment psychological testing services. The contract term will be for

two years, with the option to renew for three additional twelve-month periods.



November 17, 2010

1. Metra Bus Shop Roof Replacement ? RFB No. 11-0024

Provide all labor, equipment and materials to re-roof the METRA Bus Shop.

Written requests for approval of any materials submitted on this project as

"Equals or Substitutes" for the specified material must be submitted prior to
