SUBJECT: Donated Goods and Volunteer Management Plan
INITIATED BY: Riley Land, Deputy Director, Emergency Management Division, CFEMS
Recommendation: Approval is requested to adopt this plan as a valid and
recognized emergency plan for the City of Columbus.
Background: This plan meets the requirement criteria of the Georgia
Emergency Management Agency to maintain the City of Columbus as eligible for
state disaster reimbursement and state based grants.
Analysis: This plan provides for the efficient and effective management of
unsolicited donated goods sent to this jurisdiction and the management of
volunteers that may present themselves after an emergency or disaster.
Financial Considerations: There is no cost to the City for adopting this plan.
Projected Annual Fiscal Impact Statement: There is no projected future costs
for adopting this plan.
Legal Considerations: The City Attorney has reviewed this plan.
Recommendations/ Actions: Approve the resolution authorizing the Mayor to adopt
the Donated Goods and Volunteer Management Plan as a valid and recognized
emergency plan for the Columbus Consolidated Government, City of Columbus, GA.
A RESOLUTION

WHEREAS, the State of Georgia and the City of Columbus are vulnerable to a wide
range of natural and man-made disasters and local jurisdictions are required by
the Federal Emergency Management Agency and The Georgia Emergency Management
Agency to make certain and specific plans to address local hazards and threats;
and,
WHEREAS, the purpose of the Columbus Donated Goods and Volunteer Management
Framework is to insure the smooth and orderly intake, management and
distribution of donated goods to the citizens following a major disaster and to
seamlessly coordinate the utilization of volunteers for deployment in necessary
functions during the response and recovery phase of a major disaster; and,
WHEREAS, the Columbus Donated Goods and Volunteer Management Framework is
complete and has been reviewed by the necessary departments and entities within
the Columbus Consolidated Government and upon resolution of Council will be
placed in the comprehensive emergency management plans package for activation
when needed; and,
WHEREAS, the completion and approval of the Columbus Donated Goods and
Volunteer Management Framework required by the Georgia Emergency Management
Agency for the Columbus Consolidated Government to be eligible for state
disaster reimbursement funds and assistance in the event of a federally
declared emergency or disaster; and,
WHEREAS, the Columbus Donated Goods and Volunteer Management Framework must be
adopted by the Council of Columbus, Georgia to be valid and in effect.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY RESOLVES:
That the Mayor is hereby authorized to adopt the Columbus Donated Goods
and Volunteer Management Framework as a valid and recognized plan for the
Columbus Consolidated Government, City of Columbus and a copy of this
resolution will be forwarded to the Georgia Emergency Management Agency by the
Emergency Management Division of the Columbus Fire and Emergency Management
Agency to signify this act.
Introduced at a regular meeting of the Council of Columbus, Georgia,
held on the _____ day of ___________, 2012 and adopted at said meeting by the
affirmative vote of __________ members of Council.
