SUBJECT: Employee ID Badge Policy
INITIATED: Human Resources Department
Recommendation: Approve a resolution requiring all personnel of the Columbus
Consolidated Government including those working in the offices of county and
state officials domiciled in CCG facilities to wear government issued ID badges
whenever they are on duty or in CCG facilities, except when they are in uniform
or the wearing of badges would be hazardous, and adopting Human Resources
Policy 220-801, ID Badge Policy containing specific rules for implementation
and enforcement of this policy, and authorizing the City Manager to update said
policy from time to time as required.
Background: ID badges were authorized and issued to all CCG employees several
years ago. Although ID badges are required for access to certain CCG buildings
and parking facilities, a uniform policy requiring employees to wear ID badges
does not exist.
Analysis: In recognition of the many potential threats to the public and public
facilities multiple security measures have been and will continue to be
implemented. Requiring CCG employees to wear ID badges while on duty enhances
security by improving the ability of the public and security personnel to
quickly identify consolidated government employees.
Legal: Resolutions and Human Resources policies require the approval of the
Columbus Council.
Financial Considerations: There are no additional costs for this policy.
Recommendation/Actions: City Manager and Human Resources recommend approval of
this resolution.

A RESOLUTION ADOPTING AN EMPLOYEE ID BADGE POLICY.
WHEREAS, the ability of the public and security personnel to quickly identify
consolidated government employees is essential for the safety and security of
the public and public facilities,
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
1. That all personnel of the Columbus Consolidated Government including those
working in the offices of county and state officials domiciled in CCG
facilities shall wear government issued ID badges whenever they are on duty or
in CCG facilities, except when they are in uniform or the wearing of badges
would be hazardous; and,
2. That Human Resources Policy 220-801, ID Badge Policy containing specific
rules for implementation and enforcement of this policy is hereby adopted; and,
3. That the City Manager is authorized to update said policy from time to time
as required; and,
4. The effective date of this resolution and policy is May 1, 2009.

STATEMENT OF POLICY:
Security and law enforcement personnel charged with protecting public
facilities and its occupants must be able to quickly identify City employees in
the conduct of their regular duties and especially in the event of an
emergency. In recognition thereof, every employee is required to possess and
display a City issued identification badge. Employees are further required to
cooperate with and assist security personnel by using employee-designated
entrances in the Government Center.
SCOPE:
This policy applies to all personnel of the Columbus Consolidated Government
including those working in the offices of county and state officials domiciled
in CCG facilities.
RESPONSIBILITY:
All employees are responsible for displaying their City issued ID badge at all
times while on duty, except when in uniform or if doing so would create a
hazard.
Department heads, elected officials, managers and supervisors are responsible
for enforcing this policy.
PROCEDURE:
All new employees will be issued an ID badge upon employment. General
government employee badges are issued by the Sheriff?s Office; public safety
badges are issued by the various public safety agencies. Lost badges should be
reported to and replacements obtained from the issuing agency.
All employees will wear their badges whenever they are on duty and must use the
badge for access to some government buildings and parking areas. Employees in
uniforms that clearly identify the employee and their department are exempt
from wearing badges while on duty. When working around equipment or in any
situation where the wearing of the badge would be hazardous, employees should
remove their badges.
ID badges must be worn on the front of the employee?s clothing where security
personnel can easily see it.
Employees entering the Government Center by vehicle must use their badges for
access to the parking garage. Security personnel will deny entry to employees
presenting themselves without their badges. Employees are prohibited from
using their badges to allow another employee access.
Employees entering the Government Center on foot must use the employee entrance
just east of the ground floor entrance to the tower. Badge access is required
at this entrance.
Employees without badges must enter the Government Center and other access
controlled buildings through the public entrance. The employee must then sign
in and out of the building at the Citizens Service Center office or main
entrance service desk. For security reasons, signing in and out is required
each time the employee enters or leaves the building.
Departments located in other government buildings are to establish sign in and
out procedures for employees that enter those locations without badges. A copy
of the sign in and out records are to be sent to the Citizens Service Center
monthly.
Employees that do not adhere to this policy or habitually forget their badges
are subject to progressive disciplinary action.
