SUBJECT: Riverwalk Construction-Bibb Mill and City Mill
INITIATED BY: Donna W. Newman, Director of Engineering
Recommendation: Approval is requested to proceed with executing and funding the
pre-construction requirements for the construction of the Riverwalk at City
Mill and Bibb Mill, to include but not limited to right of way acquisition,
permanent and temporary easements, utility relocations, geo-technical,
environmental work and other necessary agreements and permits to prepare for
construction.
Background: Council approved construction contracts on August 9, 2016 for the
Construction Management/General Contractor at Risk for the City Mill Riverwalk
Project and a construction contract for Bibb Mill.
Analysis: The completion of the pre-construction activities is ongoing and
required prior to the projects being constructed.
Financial Considerations: Funding for the project will be from GDOT
Transportation Investment Act (TIA) of 2010.
Projected Annual Fiscal Impact Statement: Maintenance will assumed by the City
after the construction is completed.
Legal Considerations: All agreements require authorization of City Council.
Recommendations/ Actions: Approval is requested to proceed with executing and

A RESOLUTION AUTHORIZING THE CITY MANAGER TO PROCEED WITH EXECUTING AND FUNDING
THE PRE-CONSTRUCTION REQUIREMENTS FOR THE CONSTRUCTION OF THE RIVERWALK AT CITY
MILL AND BIBB MILL, TO INCLUDE BUT NOT LIMITED TO RIGHT OF WAY ACQUISITION,
PERMANENT AND TEMPORARY EASEMENTS, UTILITY RELOCATIONS, GEOTECHNICAL AND
ENVIRONMENTAL WORK, PERMITS AND OTHER NECESSARY AGREEMENTS TO PREPARE FOR
CONSTRUCTION.
WHEREAS, the completion of pre-construction activities is required prior to the
construction of the projects; and,
WHEREAS, these activities include but are not limited to right of way
acquisition, permanent and temporary construction easements, utility
relocation, geotechnical, environmental work and permits; and,
WHEREAS, funding for pre-construction activities for the above projects is
available in the GDOT Transportation Investment Act (TIA) 2010.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
The City Manager is hereby authorized to proceed with executing and
funding the pre-construction requirements for the construction of the Riverwalk
at City Mill and Bibb Mill as identified above.
