Subject: Muscogee County Pre-Disaster Hazard Mitigation Plan

Recommendation: Approval is requested for the adoption of the Muscogee County

Pre-Disaster Hazard Mitigation Plan for CRS Program purposes.



Background: The Insurance Services Office (ISO) requires that this agreement be

adopted in order to receive credit under the Community Rating System.

Participation in the CRS at our current level provides a 10% discount on flood

insurance premiums for those that have properties within the flood plain and a

5% discount for those with coverage outside of the flood plain.



Financial Considerations: There is no cost for the agreement but without the

agreement policyholder?s premiums will increase by at least 5%.



Projected Annual Fiscal Impact Statement: N/ A



Legal Considerations: Council is the approving authority on this agreement.

This agreement has been approved as to form by the City Attorney's Office.



Recommendations/Actions: Approval is requested for the Council to adopt by

resolution the Muscogee County Pre-Disaster Hazard Mitigation Plan together

with any acceptable amendments required by the Federal Emergency Relief Agency.

A RESOLUTION APPROVING THE COLUMBUS-MUSCOGEE COUNTY HAZARD MITIGATION

PLAN UPDATE FOR 2017-2022



WHEREAS, the Columbus Consolidated Government recognizes that Columbus,

Georgia/Muscogee County is threatened by a number of different types of natural

and man-made hazards that can result in loss of life, property loss, economic

hardship and threats to public health and safety; and



WHEREAS, the Federal Emergency Management Agency (FEMA) has required

that every county and municipality have a pre-disaster mitigation plan in

place, and requires the adoption of such plans in order to receive funding from

the Hazard Mitigation Grant Program; and



WHEREAS, a Hazard Mitigation Plan is a community?s plan for evaluating

hazards, identifying resources and capabilities, selecting appropriate actions,

and developing and implementing the preferred mitigation actions to eliminate

or reduce future damage in order to protect the health, safety and welfare of

the residents in the community; and



WHEREAS, the Columbus-Muscogee County Hazard Mitigation Plan Update

2017 - 2022 has been prepared in accordance with FEMA requirements at 44 CFR

201.6; and



WHEREAS, the Plan will be updated every five years.





NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA HEREBY

RESOLVES:



1) The Columbus Council hereby adopts the Columbus-Muscogee County Hazard

Mitigation Plan Update 2017 - 2022; and



2) It is intended that the Plan be a working document, which may from time to

time be amended as recommended by FEMA, and is the first of many steps toward

improving rational, long-range mitigation planning and budgeting for the

Columbus Consolidated Government; and



3) A current copy of said plan is on file in the office of the Clerk of Council.





Introduced at a regular meeting of the Council of Columbus, Georgia, held the
