SUBJECT: Fiscal Year 2009 Homeland Security Grant Program
INITIATED BY: Columbus, Georgia Office of Homeland Security
Recommendation: Approval is requested to submit an application and, if
approved, accept a $43,000 grant, or the amount approved, from the Georgia
Emergency Management Agency for the Department of Homeland Security Fiscal Year
2009 Homeland Security Grant Program/State Homeland Security Program for
Explosive Device Response Operations for the Columbus, Georgia Office of
Homeland Security and amend the Multi-Governmental Fund by the amount awarded.
Background: Funds have been allocated to the State of Georgia to prevent,
protect against, respond to, and recover from terrorist attacks, major
disasters, and other emergencies in accordance with the goals and objectives of
the State Strategic Plan. The Columbus, Georgia Office of Homeland Security is
eligible for $43,000.
Analysis: Funding of this grant will vastly improve our ability to prevent,
protect against, respond to, and recover from terrorist attacks, major
disasters, and other emergencies in accordance with the goals and objectives of
the State Strategic Plan
Financial Considerations: The grant is for $43,000, or the amount approved,
with no matching funds. Funds will be used to provide equipment for the
Columbus, Georgia Hazardous Devices Response Team.
Legal Considerations: Council is the approval authority for this Grant.
Recommendations/ Actions: Authorize to submit an application, and if
approved, accept a grant from the Georgia Emergency Management Agency for the
Department of Homeland Security Fiscal Year 2009 Homeland Security Grant
Program/State Homeland Security Grant Program.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION, AND IF
AWARDED, ACCEPT A $43,000 GRANT FROM THE GEORGIA EMERGENCY MANAGEMENT AGENCY
FOR THE COLUMBUS, GEORGIA OFFICE OF HOMELAND SECURITY TO PURCHASE OF EQUIPMENT
FOR THE HAZARDOUS DEVICES RESPONSE TEAM.
WHEREAS, the grant period runs from August 21, 2009 to July 31, 2011.
NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:
That the City Manager is hereby authorized to submit an application
and, if approved, accept a $43,000 grant from the Georgia Emergency Management
Agency for the Department of Homeland Security Fiscal Year 2009 Homeland
Security Grant Program/State Homeland Security Program for Explosive Device
Response Operations for the Columbus, Georgia Office of Homeland Security to
purchase equipment for the Hazardous Devices Response Team and amend the
Multi-Governmental Fund by the amount awarded.
