SUBJECT: Rails to Trails - Stimulus Funding for Phase III



INITIATED BY: Planning Department







Recommendation: Approval is requested to enter into a Supplemental Agreement

with the Georgia Department of Transportation to receive Stimulus Funding for

Phase III of the Rails to Trails project.



Background: Georgia Department of Transportation (GDOT) has agreed to fund

$1,119,017.90 of the $1.5 million bided cost for Phase III of the Rails to

Trails project. The original contract was for $587,000 and was signed under

Resolution 128-09 (stimulus authorization). The remaining $380,982.10 will be

paid for under a High Priority Project grant, which was approved by Council

under Resolution 227-09 .



Analysis: Funds will be used for the final phase of this project and to

provide more amenities along the trail.



Financial Considerations: These are stimulus funds under the American Recovery

and Reinvestment Act (ARRA) and do not require a match.



Legal Considerations: A supplemental agreement to the original GDOT contract,

signed on January 5, 2010, must be entered into by the City.



Recommendations/ Actions: Approve the resolution authorizing the City Manager

to enter into a supplemental agreement with the Georgia Department of

Transportation to receive additional stimulus funding for Phase III of the

Rails to Trails project.

















A RESOLUTION

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A SUPPLEMENTAL

AGREEMENT WITH THE GEORGIA DEPARTMENT OF TRANSPORTATION FOR AMERICAN RECOVERY

AND REINVESTMENT ACT FUNDS FOR THE RAILS TO TRAILS PROJECT.

WHEREAS, the City is constructing Phase III of the Rails to Trails project, and

had previously entered into a contractual agreement with the Georgia Department

of Transportation for funding towards this project; and,

WHEREAS, the Georgia Department of Transportation has authorized under the

American Recovery and Reinvestment Act funding for this project in the amount

of $1,119,017.90 with no required match of local funds.

NOW, THEREFORE, THE COUNCIL OF COLUMBUS, GEORGIA, HEREBY RESOLVES AS FOLLOWS:

That the City Manager is hereby authorized to enter into a supplemental

agreement to receive $1,119,017.90 from the Georgia Department of

Transportation for the purpose of funding the construction of Phase III of the

Rails to Trails project.
