Columbus Consolidated Government

Council Meeting

August 9, 2016

Agenda Report # 27

TO: Mayor and Councilors

SUBJECT: Quit Claim 601, 605, 607, 609, 611 Veterans Parkway and

309 and 315 6th Street to Neighborworks Columbus, Inc.

INITIATED BY: Community Reinvestment

Recommendation: Approval is requested to quit claim the properties located at

601, 605, 607, 609, 611 Veterans Parkway and 309 and 315 6th Street to

Neighborworks Columbus, Inc. per the contract entered into in 2014 for the

administration of an owner-occupied rehabilitation program.

Background: On January 14, 2014, Per Resolution 38-14 City Council approved

the City Manager entering into a contract with Neighborworks Columbus, Inc. to

administer an owner-occupied rehab program valued up to $220,000 for low-income

residents of the Consolidated Government of Columbus, Georgia. In exchange for

administering and funding this program, the City would quit claim the

properties located at 601, 605, 607, 609, 611 Veterans Parkway and 309 and 315

6th Street to Neighborworks Columbus, Inc. Since 2014, Neighborworks has

provided 26 low-income residents with repairs to their homes totaling

$421,956.93. Since the requirements of the agreement have been met,

Neighborworks is now requesting that the properties be quit claimed in order to

construct their new office building at this location. It appears that the

physical addresses have changed since it was brought to Council in 2014, but

the parcel numbers have remained the same.

Analysis: Per the resolution Council authorized quit claiming these

properties to Neighborworks in exchange for funding and administering an

owner-occupied rehabilitation program for low-income households totally

$220,000. By providing $421,956.93 to 26 low-income families in Columbus,

Neighborworks has satisfied the requirement of the contract.

Financial Considerations: Quit claiming this property to Neighborworks will

have no financial impact on the City. Neighborworks will pay for the legal fees

in having the property transferred.

Legal Considerations: Council must approve all matters related to real estate.

Recommendations: Approval is requested to quit claim the properties located at

601, 605, 607, 609, 611 Veterans Parkway and 309 and 315 6th Street to

Neighborworks Columbus, Inc. per resolution 38-14 for the administration of an

owner-occupied rehabilitation program.

A RESOLUTION

NO. ________

A RESOLUTION AUTHORIZING THE CITY MANAGER TO QUIT CLAIM THE PROPERTIES LOCATED

OWNER-OCCUPIED REHABILITATION PROGRAM.

WHEREAS, On January 14, 2014, Per Resolution 38-14 City Council approved the
